- RFQ NO. 140P8419Q0015 Pre-Solicitation Announcement NATIONAL PARK SERVICE LASSEN VOLCANIC NATIONAL PARK DIESEL AND UNLEADED FUEL The National Park Service, Lassen Volcanic National Park, has a requirement for the supply and delivery of diesel and unleaded fuel. The Contractor shall provide all fuel to the specified locations required on an as-needed basis. The work of this contract is for the delivery of clear diesel and regular unleaded fuel to above ground storage tanks and fuel tanker truck located at the Mineral Headquarters, Southwest Entrance, and Manzanita Lake fueling sites. Location address and descriptions shall be listed in the solicitation. Contractor shall ensure the delivery driver contacts the NPS prior to each delivery to confirm delivery location, fuel type, and quantity prior to delivery. Fuel tanks shall not be filled beyond 90 percent capacity per NFPA 30 22.11.4.5. The contractor is estimated to provide an estimated 6,700 gallons of gasoline and 2,600 gallons of diesel at the Manzanita Lake site; 7,100 gallons diesel at the Mineral site, and 4,200 gallons diesel for the park fuel tanker truck. Delivery is anticipated to begin on or about February 26, 2019 and continue through October 31, 2019. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 324110, with a corresponding size standard of 1,500 employees annually for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Quotation (RFQ) will be available on or around January 8, 2018 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFQ will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFQ. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price. Award is subject to the availability of funding at the time of award.
