- Boulder Magnetic Observatory - coil building addition design/build The USGS operates the Boulder magnetic observatory at Table Mountain, CO. There is an office building, an absolutes building, a variations building, two test cubes, a coil control building, and a coil building on site. This project concerns the coil building, which is 309 square feet. The scope of this effort is to build an addition on the east side of the existing coil building and to perform various interior improvements to the existing structure. The addition is planned for approximately 162 interior square feet (approximately 190 footprint square feet) and should match the existing building in terms of structure and appearance. Two (2) concrete instrument piers will be built in the addition. The contractor shall be responsible for all design, construction, necessary permits, etc. resulting in a completed structure ready for USGS use. Project schedule shall accommodate USGS design review at the 65% and 95% milestones. Additionally, final as-built drawings will be required. The contractor shall be responsible for all utility hookups, permits, fees and coordination with appropriate authorities during all phases of this project. The designer of record, the prime constructor, and all construction subcontractors shall be appropriately licensed for their respective business activity by the State of Colorado and evidence of such licensure shall be submitted during Phase 1 selection. We expect construction documents to be "stamped" by engineers licensed to practice in Colorado. The USGS will be utilizing two-phase design-build selection procedures in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. One solicitation will be issued covering both phases. The USGS believes a reasonable period of performance is 180 days from award, and the design-within-budget limitation is $153,000.00. Performance and payment bonds will not be required, but some form of payment protection will be (40 USC 3132). The USGS contemplates award of a firm-fixed price contract. The request for proposals (RFP) will be available no sooner than 11/20/2018. Site visit opportunities will be provided upon request. The applicable North American Industry Classification System (NAICS, 2017) code is 236220, entitled "commercial and institutional building construction." The associated small business size standard is $36.5M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is Z2JZ, "repair or alteration of miscellaneous buildings." This acquisition is set-aside for participation by small business concerns and there is no incumbent contractor.
