- The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) is hereby soliciting information about potential sources for Research Facilities and Engineering Support Services (RF&ESS). Information received in response to this sources sought notice will be used for market research only and shall not be viewed as NASA's intent to solicit proposals. If NASA decides a requirement exists and there is a need to solicit for this requirement, NASA will solicit the requirements using a method of solicitation defined within the FAR and NASA FAR Supplement. NASA/AFRC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The RF&ESS contract provides full-time, part-time, and temporary mission operation support to fulfill AFRC's mission and objectives. The effort will include functions that support NASA-AFRC through ongoing requirements and special projects. The primary facility is located at Edwards Air Force Base. One additional facility is located in Palmdale, California- Armstrong Building 703 (formerly known as the Dryden Aircraft Operations Facility or DAOF). A draft version of the Performance Work Statement (PWS) is attached. The NAICS code for the proposed acquisition is 541513, Computer Facilities Management Services. The small business size standard is $27.5 million/year. The functional elements to be performed at AFRC include, but are not limited to: 1. The Mission Operations Directorate supports NASA Armstrong's Flight Research Center by: • Supporting real time monitoring of flight research vehicles and other targets by providing state-of-the-art mission control rooms, telemetry, radar, video systems, Flight Termination Systems (FTS), multichannel ground intercom and radio frequency communications.
