Sources Sought for PROVIDE NEW HARDWIRED SMOKE DETECTORS IN TOWNHOUSE AND HIGH-RISES, YOKOSUKA AND IKEGO AT THE COMMANDER FLEET ACTIVITIES YOKOSUKA, JAPAN. The Naval Facilities Engineering Command Far East (NAVFAC FE) is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for Facilities Support contracts. The magnitude of performance is in Commander Fleet Activities Yokosuka (CFAY). THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. No telephone calls will be accepted requesting an Invitation For Bid (IFB) package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit a Capability Statement consisting of appropriate documentation, literature, brochures, and references. Capability documentation is anticipated to be one to five pages. Respondents must include references and a capability statement for at least two contracts within the last seven years that are similar to Facility Investment (FI) services for operation and maintenance services for Residential Areas and Facilities, of similar size, scope and complexity to those sought in this Sources Sought. Each reference shall include the company name and title, telephone number, email address and point of contact. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. SERVICES DESCRIPTION: This project is to provide new hard wired smoke detectors in townhouses and high-rises, Yokosuka and Ikego, which consist of approx. 450 units in Yokosuka and approx. 800 units in Ikego at the U.S. Commander Fleet Activities, Yokosuka (CFAY), Japan. The Contractor shall provide construction services including all labor, management, supervision, tools, material, equipment required to perform Facility Investment (FI) services for installation and operation services for all designated townhouses and high-rises in Yokosuka and Ikego Areas in the U.S. Commander Fleet Activities, Yokosuka (CFAY), Japan. The Contractor shall maintain, repair, and alter all the concerned Areas to ensure the facilities are fully functional and in normal working condition. The project will provide for a complete and useable facility. The North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction. The proposed period of performance is 365 calendar days from the date of award or when NOT-TO-EXCEED (NTE) amount is met whichever comes first, hence currently planned to be around sometime in June 2019 through around same time in June 2020 (To Be Determined (TBD)). Indefinite Delivery Indefinite Quantity (IDIQ) Contract, Design Bid Build (DBB) type of contract that includes construction works for PROVIDE NEW HARDWIRED SMOKE DETECTORS IN TOWNHOUSE AND HIGH-RISES, YOKOSUKA AND IKEGO AT THE COMMANDER FLEET ACTIVITIES YOKOSUKA, JAPAN is anticipated. The magnitude of the proposed effort is estimated for Initial Base period of total 5 years contract to be between Not-to-exceed (NTE) Y100,000,000 and Y500,000,000. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed the life of the contract in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Interested sources are invited to respond to this Sources Sought announcement by using the forms provided under separate file titled Sources Sought Contractor Information Form. The following information shall be provided: 1) Contractor Information: Provide your firm s contact information including CAGE code and DUNS number. 2) Qualifications for Conducting Business in Japan 3) Locations: Identify the locations in which you are willing and capable to work. 4) Subcontractors: If known, provide subcontractor partnerships (Optional) Capability Statements must be submitted in writing via email; phone calls will not be accepted.
