- Pre-solicitation Notice Solicitation Number: 140R1019R0003 ¿ Marble Beach Bank Stabilization, Columbia Basin Project, Washington (Stevens County) Synopsis: The Department of Interior, Bureau of Reclamation, Pacific Northwest Region requires slope protection in the form of an 18 ¿ Riprap with a 6 ¿ cobble surface treatment, and a three-tiered precast concrete block retaining wall covered with topsoil for revegetation along and above the full pool waterline. The primary intent of the project is to protect a sensitive natural and cultural site from further damage. All work will be performed with in this protection as the primary work goal. The work is intended to halt erosion of the shoreline/slope at Marble Beach. The resource sensitivity and proximity to private property necessitates water transportation to the project site, and pedestrian-only access at the project site. No wheeled or tracked equipment allowed on-site and may require using equipment from a barge platform. Work is located approximately 81 miles Northeast of Grand Coulee, WA. in Stevens County. We will expect work to commence August 2019 and to be completed before May 2020, taking into consideration rising/lowering of water levels. Stabilization Site is located at approximately 48 °51'54.42"N, 117 °52'40.15"W. The applicable North American Industry Classification System (NAICS) is 237990 and the size standard is $36.5 million. The Davis-Bacon Act applies to this procurement. We anticipate issuing a Request for Proposals (RFP) approximately 01 March 2019 at www.fbo.gov, but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the System for Award Management (SAM) at www.sam.gov. Reclamation intends to award one firm fixed-price contract. In accordance with FAR 36.204(f), the magnitude for this project is between $1,000,000.00 and $5,000,000.00. Any award will be based on the best value to the Government. This requirement will be solicited as a total small business set-aside procurement (this set-aside may change prior to solicitation ) that will consider past performance and price in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
