- This is a Research and Development (R & D) Sources Sought notice (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, n or, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R & D requirement. Responses to this Notice will assist the Government in determining interest and capability of potential vendors for this type of requirement.
