- Description
- The National Institute of Standards and Technology (NIST) has a requirement Two-Phase Design-Build (DB) for a Construction Services contract for steam, condensate, and manhole utility systems. This contract will be for Office of Facilities and Property Management on the Gaithersburg, Maryland campus. The applicable NAICS code is 221330 Other Heavy and Civil Engineering Construction. Small Business manufacturers for this NAICS code have a size standard of $15M. NIST intends to award one Design-Build Construction firm fixed contract. The estimated contract is between $3M to $9M. The scope involves repairs to an existing underground steam manhole system to include installation of new condensate piping. Key information on the affected system: 1. Steam pressure is 150 PSI and originates at a central plant 2. Condensate is pumped in a separate pipe 3. Conduit system, direct buried condensate pipe (steel) is approximately 6 inches in diameter 4. Pipe depth ranges however is approximately 10 feet deep 5. Original steam and condensate lines were abandoned in place. The original steam pipe has an asbestos jacket. There may be locations were the asbestos will need to be abated. Additionally, the piping may be required to be removed to install the new condensate line. 6. Condensate pipe length is slightly less than 1 mile 7. Scope includes work/scope in operational steam manholes. Total manholes are approximately 20. 8. Steam system must remain operational until switch over from old to new 9. Existing engineering studies are available. When steam condensate is injected from the steam manhole steam trap to the condensate pipe, it is theorized it is flashing to steam in the condensate pipe. The condensate pipe is leaking in multiple locations. 10. Repairs/replacement of existing steam manholes may be required.
