Description
THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Phoenix VA Health Care System (PVAHCS) has a Brand Name Requirement for High Fidelity Manikin SimMan 3G with accessories and training for the PVAHCS Simulation Center. The intent of the procurement is to award a firm-fixed price contract. The specifications to define the minimum salient characteristics of the product to be delivered can be found in the Statement of Work attached. Delivery FOB: Destination to: Phoenix VA Healthcare System 650 E Indian School Rd. Phoenix AZ 85012 The applicable NAICS code is 339112 Surgical and Medical Instrument Manufacturingg Small Business manufacturers for this NAICS code have a size standard of 1000 Employees.   The resulting contract will be a firm fixed price order. The delivery term is to be 30 calendar days ARO, with no options included. PLEASE INDICATE IN YOUR RESPONSE YOUR BUSINESS SIZE AND IF YOU ARE A MANUFACTURER OR DISTRIBUTOR. IF THE ITEMS ARE AVAIABLE ON AN FSS SCHEDULE PLEASE INCLUDE THE FSS SCHEDULE NUMBER. ALL RESPONDANTS MUST BE MANFACTURERS OR AUTHORZED DISTRIBUTORS. NO REFURBISHED OR GRAY MARKET ITEMS WILL BE ACCEPTED. It is anticipated that a Request for Quotes will be issued in March 2019. Award of a firm fixed price contract is contemplated by April 2019. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Acquisition of High Fidelity Manikin SimMan 3G with accessories and training for the PVAHCS Simulation Center. Background. This contract is for the acquisition of a SimMan 3G High Fidelity Manikin and accessories that will be located in the Simulation Center of PVAHCS to be used in training and testing of healthcare staff. This is to include training for said product. Scope. Delivering high quality advanced training and simulated experiences with skills opportunities requires training to take place at the right time and place with the most appropriate simulation equipment. Simulation-based training has been shown to improve healthcare quality and reduce errors (Asche, et al., 2017). In order to meet new challenges and facilitate the growing demand for insitu and multidisciplinary training, the need for flexible state-of-the-art training solutions are critical. The application of simulation in healthcare are diverse and studies have shown its benefits in improving learner, patient and healthcare system outcomes (Asche, et al., 2017). With SimMan 3G and the SimMan ALS Manikins the simulationist can train, educate, and demonstrate in the actual environments in which staff, residents, and students will be working. Completely wireless, self-contained, rugged and reliable, SimMan 3G and ALS Manikins can help one achieve the optimal training environment with the most realistic outcomes possible. These High-Fidelity Manikins will afford the Simulation Center the ability to train, teach, demonstrate, and simulate from Basic Life Support (BLS) to the most advanced classes such as Out of Operating Room Airway Management (OOORAM) Training and Advanced Cardiac Life Support (ACLS) to everything in-between. Information Security and Privacy: No Patient information will be transmitted Via Lan or Wireless Connection. This model does not come with this capability. In accordance with Appendix A, VA Handbook 6500.6 Checklist blocks 6 and 7, the C&A requirements do not apply, a Security Accreditation Package is not required, and there is no VA sensitive information to be protected. Therefore, the following security and privacy provisions from Appendix C apply: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. Contracted personnel who perform tasks (ie, install, training, maintenance and repair), at a treatment facility for more than two consecutive days, or will require access to protected health information (PHI) in the performance of their official duties must complete Privacy and HIPAA Focused Training Web-Based (WBT), prior to performance of work. The Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
