- - The USPFO for Missouri Purchasing and Contracting Office, 7101 Military Circle, Jefferson City, MO 65101 intends to sole source a contract with Strategic Cyber LLC. for five Cobalt Strike one year licenses for Cyber Operations 179th CPT threat emulation team. - Cobalt Strike is the current standards for NGB operations. This software allows for the standardization of Missouri's cyber operations team to NGB and for the integration into current NGB cyber operations exercises - There was a Sources Sought posting on FBO (W912NS-19-Q-1504) from Jaunary 17, 2019 to January 28, 2019 with no response from industry. - This contract will be awarded in accordance with FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satifsy Agency Requirements. - This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement may submit a written capability statement that clearly supports and demonstrates their ability to provide the part required. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the government. - Attached is a redacted copy of the Determination Memorandum for Limited Source.
