- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Groton Contracting Department, Groton, CT 06349-5000, intends to award a firm fixed price contract for Chaplain Religious Enrichment Development Operation (CREDO) Marriage Enrichment Retreat (MER) services using the policies and procedures of FAR Subpart 13. This requirement will be solicited as a 100% small business set aside. The activity s small business office concurs with this set aside determination. The NAICS code applicable to this procurement is 721110. The size standard is $32.5 million. Chaplain Religious Enrichment Development Operation (CREDO) requires a property or facility to conduct Marriage Enrichment Retreat (MER) in support of its mission. The facility for this requirement shall be at a resort, hotel, boutique hotel, or inn within 45 miles of Gardner, MA. The facility shall have an on-site spa, exercise room, swimming pool, hot tub and/or equipment providing guests opportunities for physical fitness and relaxation. The facility shall have a full service restaurant on-site (NOT a bar lounge) and on-site catering sufficient to simultaneously accommodate at least 50 people and be able to provide meals and vouchers to participants for use at the restaurant. The maximum number of rooms required for each Marriage Enrichment Retreat (MER) is 18 rooms to accommodate 33 individuals equipped with one King or one Queen sized bed. Two (2) Queen or Double or Single Bed rooms are unacceptable. The facility shall provide two large meeting rooms (conference room) that will comfortably and simultaneously accommodate a total of up to 50 people. The MER period of performance dates are 24-26 March 2019. Quotes must be submitted via email to kelly.polson@navy.mil by 27 February 2019 at 11:00 a.m. EST and must include the three mandatory documents FAR 52.209-11, 52.203-18, and 52.222-52 to be considered for award. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
