Kingsbridge Road Rm. 9b16 Bronx NY 10468 Synopsis: Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Bronx VA Medical Center, is conducting a market survey for qualified firms capable of providing the following services for Bath VAMC. General Scope of Work: The Bath VA Medical Center in Bath, NY is seeking sources for broadcast television services at the Medical Center. The Medical Center has approximately 225 connection points currently receiving cable service. It is the intent of this Scope of Work to outline the expectation of the interested vendors who are capable of providing the Medical Center with reliable broadcast television subscription services. It is also the intent of this scope of work to outline current conditions that could determine if vendors are qualified as there are local VA injected channels that are part the current cable TV system and are to remain in-tact. Requirements: Programing shall include but not limited to ABC, CBS, NBC, FOX, YNN, CNN, ESPN, PBS, Local Broadcast channels, ECT. Current Conditions: Currently, the Bath VA Medical Center has approximately 225 cable TV connections points receiving standard television channels from 2-78 & 10 VA injected channels. These connections are serviced by a VA owned & maintained distribution system that are located in the Medical Center campus in buildings 7, 10, 14, 24, 34, 35, 44, 76, 78, 92 & 104 A total of 89 channels are available including the integration of the C.A.R.E VA channel broadcasted currently on channel 89 & VA broadcast channels from 79-88. These program channels are to remain with the proposed subscription by the vendor. Also, Televisions at the patient bedside on 3B Ward of 76 are on a swivel arms (PDI). These TV s are powered with 24 volts. The cable signal and the power are converted inside the PDI Communications arm that houses the TV and signal wire. These TV s and arm assemblies are to remain and broadcast television channels without modifying these systems. The current cable TV distribution (wiring, amplifiers, splitters, boosters, etc.) from the D Mark in G117 the North Service room of building 76 is the property of the VA and is to remain intact. The VA Maintenance Shops have full access to this system for all wiring needed to provide new connections when required and repairs as needed. Current Distribution: The D Mark is located in room G117 in Building 76. It is understood this is where the incoming current vendor provided feed is distributed to the all areas of the Medical Center. There are labels on the wiring that identifies where the distribution leads too. It should be noted that the entire distribution between floors and wings are scattered throughout the Medical Center. The RF cable TV distribution has been installed and upgraded with the in-house maintenance team within the past 3 years. Overall knowledge of the cable TV distribution would be with several different employees in the trade shops. Cable Signal Strength: The current cable TV distribution is a mix of various cable splitters and amplifiers the total amount of these is based on particular wiring within the specific building. Although there is good knowledge in their locations, there may be areas that are unknown. The cable TV wiring distribution is made up of TX Flexible Feeder / Low Loss Drop Cable, RG11, RG6 and RG59 in older locations not yet renovated. The current vendor provided RF signal strength is flat at 33.4 Db on channel 2 & 33.4 Db on channel 79 at the D Mark located in room G117 in Building 76. This is also the point where VA channels are injected into the system. Head End System: If satellite head end system is required to meet the scope. The enclosure housing the vendor owned equipment shall have its own environmental control system and shall be furnished by the vendor and installed at the D Mark location in room G117 in Building 76. This head end system will come complete with all necessary hardware and full lockable rack to house the equipment being provided. All hardware will be secure in the rack and locked. System will make up a 79 channel rack. All electrical power will be provided by the VA. RF signal wiring to the D mark, CARE network, and the satellite dishes will be part of this RFP. Satellite Receivers: The vendor will furnish all evaluated and approved hardware to include mounting systems to install the satellite receivers. If roof mounted locations are required, the vendor will not penetrate the roofs at any time to secure the satellite dish. Only approved non-penetrating means will be accepted. Vendor shall be responsible for the installation of all cabling associated with the satellite receivers and the path shall be approved by the facility prior to installation. Facility will assist in identifying the path to run the required cabling. Distribution & Point of Use Requirements: The signal provided at the D Mark location shall not require use of set top converters at the point of use within the facility to receive any of the broadcast channels. Installation: Contractor is responsible for any and all installation & equipment costs associated with this agreement including any equipment and labor needed to provide service. The site is currently using an analog head-end system; the newly installed system must be able to provide a compatible digital/analog signal feed per applicable federal regulations. Invoicing: All services provided will be invoiced at the beginning of the month for the previous month. No payment will be made in advance for services. The North American Industry Classification Systems (NAICS) is 515210. Responses to this notice must be submitted in writing via email and must be received no later than February 27, 2019 at 3:00PM EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 515210. Qualified offerors shall be experienced in addition to providers (sellers) capable of supporting this facility. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, and examples of similar facilities which you have provided services to DUNS number, address, and point of contact.
