A pre-submission conference is scheduled for Wednesday February 20, 2019 at 10:00 a.m. Alaska Time. A toll-free bridge number will be published no later than Friday, February 15, 2019. In the event of a lapse in government appropriation on February 15 resulting in a government shutdown, the teleconference may be postponed. Please monitor FedBizOpps for updates. ***************************** This is a presolicitation notice for the US Forest Service, Alaska Region to acquire Landscape Architect services in accordance with the Brooks Act (Public Law 92-582) and FAR Subpart 36.6 Architect-Engineer Services. The USDA Forest Service Region 10 Regional Office is seeking qualified firms to provide professional landscape architectural, architectural and engineering services for the Tongass National Forest, Mendenhall Glacier Recreation Area. Work is expected to consist of any or all of the following - land use assessment and development; circulation and facility planning; facility design; land surveying; and preparation of construction and presentation documents. Typical sites and facilities will be recreation-related such as, but not limited to visitor centers, toilet facilities, potable water, trails, boat docks, stream restoration, and wildlife viewing platforms, but may also include sites associated with other constructed features such as administrative offices, crew quarters, multi-use facilities such as Visitor Information Centers with offices, warehouses, etc. The work may be for development of new sites, construction of new facilities, and/or evaluation, renovation, major repair, or alteration of existing sites and/or facilities. National Environmental Policy Act (NEPA) work will be required. The work will require varying levels of resource analysis, field investigations, public involvement, interdisciplinary alternative development, analysis of public comments, and preparation of camera ready documents. The resulting contract will include FAR 52.219-15 Limitation on Subcontracting, which specified the amount of work the Prime Consultant is required to perform with its own employees. This requirement is expected to be set aside 100% for small business. A final set aside decision will be included when the solicitation is posted.
