- Advance Notice for Draft Solicitation N00421-18-R-0038. This Advance Notice is for Information Purposes Only. The Naval Air Systems Command anticipates a requirement for the NAWCAD Range technical support services for a Cost-Plus-Fixed-Fee "best value" contract for research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development, operational testing, and fleet training missions conducted by the Atlantic Test Range (ATR), and the Atlantic Targets and Marine Operations (ATMO) Division (5.3.3). The period of performance for this procurement is a one-year base period and nine (9) one-year option periods. The PSC code associated with this procurement is AC14. The Draft RFP is to be issued in the next 2-4 business days via FedBizOpps. Questions will not be entertained at this time.
