Description
Amendment 0002 is issued to include NAICS Code 561210 - Facilities Support Services. Amendment 0001 is issued to provide the questions and answers received from the site visit held on February 14, 2019. 1) Would training of CERC Staff personnel be required? How Many people if applicable? The intent of the work is to bring the Columbia Environmental Research Center (CERC) into compliance with applicable guidance and code requirements regarding arc flash. OSHA 1910.332 requires that employees shall be trained in an be familiar with safety related work practices. CERC will provide staff to serve as guides to contract workers to assist them in locating panels and disconnects. It is anticipated that the contract workers will provide training to CERC employees by explaining how the arc flash labels are to be interpreted, how single line drawings are interpreted, and what safety (PPE) is appropriate based on arc flash boundary calculations applied to our various panels and disconnects. Training shall be provided to a minimum of two CERC Facilities staff. 2) Would some work be able to be accomplished during non-business hours? Detailed scheduling electrical outages in office and laboratory spaces will be critical to the success of this project. Ongoing research studies often cannot be interrupted without adverse impact to those studies. The contractor shall work very closely with the project's Contracting Officer's Representative (COR) to ensure power is never interrupted in any space without prior coordination with the laboratory/office supervisors. Some scheduled power interruptions may have to be scheduled during non-business hours to ensure that critical research conducted at the CERC is not adversely impacted by this work. The contractor and the USGS COR will work together to develop a work schedule that minimizes the impact of the arc flash analysis on the normal business activities of the Center. 3) Can contractors access drawings? The CERC has limited drawings available in paper format for some buildings. CERC will provide access to the drawings on site post award. CERC does not have and cannot provide drawings in an electronic format. 4) Is there an established level to target mitigation? There is not, however recommendations for mitigation are sought from the analysis and all recommendations for mitigation, as well as recommendations for repairs, modifications, additions, deletions, and improvements will be considered by CERC staff. This Solicitation Notice is to announce the U.S. Department of Interior (DOI), U.S. Geological Survey (USGS) has a requirement for ARC FLASH HAZARD ANALYSIS in accordance with the attached solicitation. The solicitation number is 140G0219Q0034 and is being issued as a Request for Quote (RFQ). The policies contained in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, as appropriate, shall be used for this acquisition. This is a 100% SMALL BUSINESS SET-ASIDE. The associated NAICS Code is 238210 - Electrical Contractors. All requirements for preparation, submission, and receipt of quotes are contained in this solicitation and shall be adhered to. There will be an organized site visit on February 14, 2019 at 10:00 AM CST.
