Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract using Design-Build selection procedures for the Correction of USP 800 Deficiencies Project at the Lincoln VA Clinic and Grand Island VA Medical Center (VAMC). PROJECT DESCRIPTION: This project includes the design and construction to renovate existing space at the Lincoln VA Clinic and Grand Island VAMC to meet the practice and quality standards for handling hazardous drugs in accordance with the United States Pharmacopeia (USP) General Chapter 800 Hazardous Drugs Handling in a Healthcare Setting. Handling hazardous drugs includes, but is not limited to, the receipt, storage, compounding, dispensing, administration, and disposal of sterile and non-sterile preparation of drugs. The Lincoln VA Clinic and Grand Island VAMC are deficient in following USP 800 guidelines. A site assessment report related to USP 800 compliance was accomplished for both sites. The contractor shall provide the complete design and subsequent construction for the correction of USP 800 deficiencies. Upgrades include, but are not limited to heating, ventilation, and air conditioning (HVAC) systems and controls; low voltage systems; plumbing; fire protection; architectural; and electrical systems ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about March 7th, 2019. The period of performance is approximately 400 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 and $5,000,000. All questions must be submitted in writing to the issuing office via email to samantha.mihaila@va.gov.
