- SOURCES SOUGHT NOTICE This is Sources Sought announcement only, this is NOT a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified vendors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the Manhattan VA Medical Center in New York, NY anticipate a purchase order for the following: Active Threat Bleeding Control Kits. (Requirements on page 3) The applicable North American Classification System (NAICS) Code for this requirement is 339113 (Surgical Appliance and Supplies Manufacturing). Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Responses should address how you will meet the Government's needs according to the description below and provide a brief capability statement. Please include product literature that specifically addresses the technical requirements. STATEMENT OF WORK Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Scope of work involves purchase and distribution throughout NY Harbor Healthcare System (NYHHS) of 700 Bleeding Control kits to enhance our Active Threat (active shooter) response capability and better prepare us to limit the loss of lives of staff and patients during an Active Threat event. Background: Military experience from recent wars in Iraq and Afghanistan demonstrates that while improvised tourniquets are rarely effective, the ubiquitous availability and early use of commercial, purpose-designed tourniquets reduces death rates from extremity wound exsanguination. Additionally, it was reported that OSHA is currently working on language to add this as a requirement for all workplaces. Purchasing these items now would position NYHHS as a leader and will ensure immediate compliance whenever this regulation is enacted. Each kit must contain: One SWAT-T compression wrap tourniquet (or equal) to be used as a tourniquet, compression wrap, or other uses. One H&H Thin-H compression bandage (or equal) for large wounds to control severe bleeding. One H&H Compressed Gauze (or equal) to pack a severe wound or to wrap around wounds. One H&H Emergency Hypothermia Blanket (or equal) to wrap around a victim to keep them warm and to help manage shock. One Klever Cutter (or equal) safety cutter to remove clothing, seat belts, or debris from a victim or their injury. One pair of nitrile gloves (or equal) to protect you while you treat an injury. Kits must come pre-assembled. Quantity of 700 kits. Package Dimension: 7 3/8" x 11.5" x 1.1" or smaller. Package Weight: 12 oz. or lighter. **It is important to ensure that none of the kit contents have expiration dates that would require replacements in the future.
