- STATEMENT OF WORK NYHHS BROOKLYN SPS INSTRUMENT PURCHASE GENERAL INFORMATION Title of Project: Procurement of Surgical Instruments for the Sterile Processing Service (SPS) at the Brooklyn Campus of VA New York Harbor Healthcare System (VA NYHHS) Objective: VA NYHHS is seeking sources to provide a brand name offering the salient characteristics noted in the SOW requirements section below. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. This request is for the purchase of etched and barcoded Surgical Instruments for the Sterile Processing Service. Background: Surgical instruments at VA New York Harbor Healthcare System are sharpened and repaired as needed, until they are deemed damaged beyond repair. Once they are deemed beyond repair, these instruments must be replaced in order for the services utilizing them to continue providing needed patient care. This request is to replace broken, worn instruments that are needed to complete instrument sets and trays used in surgical procedures, as well as back-up instrument sets. The Sterile Processing Service at the Brooklyn Campus is ISO 9001 certified. Under ISO 9001 standards, trays that are missing needed instruments are counted as non-conformances in this process. In order to be compliant with ISO 9001 standards and maintain certification, trays with missing instruments must be completed to the greatest extent possible. This order will assist in completing trays. VA NYHHS has implemented the Real Time Locator System (RTLS) for SPS at the Brooklyn Campus, which allows for the tracking of all trays, instruments, etc. In order to comply with that system, all SPS instruments must be etched and marked with a 2D barcode. Requirements for this etching and barcoding are included below. Performance Period: [Firm-Fixed-Price] The contractor shall complete the work required under this SOW in 60 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. Type of Contract: Firm-Fixed-Price STATEMENT OF WORK REQUIREMENTS: INSTRUMENT CONSTRUCTION: All instruments furnished under this contract must meet the following standards: Instruments must be considered reusable by the manufacturer, made/assembled in Germany or the United States, and must be constructed of a minimum of 316 grade German (or U.S. grade equivalent) forged surgical stainless steel. It is preferred that either 420 to 440 grade German (or U.S. grade equivalent) forged surgical stainless steel is utilized when applicable, Titanium surgical instruments must be constructed with a minimum of a 6AL4V and 6AL4V ELI. Instruments from other countries, including but not limited to Pakistan, India, China, Taiwan, Vietnam, etc., shall not be provided to the VA under this contract. Likewise, any single use instruments shall not be provided under this contract. All instruments purchased must be able to be sterilized either via 270-275 degree Pre-Vac Steam Cycle or via a Hydrogen Peroxide sterilization cycle (i.e. Sterrad or V-Pro Max). Gravity cycles at 250 degrees are limited to the type of instrument being purchased and must have SPS approval prior to purchase. Items that will be excused from this requirement include Flexible Endoscopes and other semi-critical instrumentation in which High Level Disinfection practices have been approved (i.e. Colonoscopes, Gastroscopes, Rhinoscopes). Manufactured by Aesculap, to ensure: Hand-crafted, gold-plated quality control standards that assure pattern consistency. Tight tolerances, stricter than International Quality Standards to ensure performance quality and reliability. Made in Aesculap-owned and operated factories, where master craftsmen ensure pattern consistency, performance quality and reliability of surgical instruments, and where the manufacturer controls every step in the manufacturing process. The SPS at the Brooklyn Campus owns many Aesculap instruments and is trying to standardize to these instruments. It is preferred that all instruments awarded under this contract offer a lifetime guarantee against breaking and damage. Instruments must be able to be sharpened or repaired by manufacturer or third-party instrument repair organization. Instruments must be an exact match, see below. CENSITRAC ETCHING AND BARCODING This is an instrument tracking system developed by Censis Technologies, Inc (Censis). Censitrac is installed at the Brooklyn and Manhattan Campuses of VA NYHHS. All instruments require an electrochemical etching that uniquely identifies the instrument. The etching or stencil is applied by a marking station supplied by Censis and then details about the instrument are entered into the Censitrac database. As the instrument travels through the sterilization process, the electrochemical mark is scanned such that the instrument can be tracked through the process. Some instruments cannot be etched based on the electromagnetic properties of the material the instruments are made of and these instruments are instead marked with a key surgical dot which contains a 2D barcode on a small surface with an adhesive backing. The key surgical dot withstands sterilization without adverse effect. The successful vendor will be certified by Censis indicating appropriate training and quality control for etching and commissioning services. Vendor certification by Censis may require costs associated with the certification process. Stencils must be acquired from Censis using the unique numbering system developed for and implemented at the Brooklyn Campus. Instruments will be etched with the appropriate Censitrac marking workstation and consumables supplied by the successful vendor. The 2D Barcode application shall be of such quality that a trained Sterile Processing Technician is able to scan, and Censitrac ® is able to read the barcode within three seconds. QUALITY CONTROL Quality and Grade of Surgical Instrumentation meeting above listed criteria will be evaluated by the SPS Chief or their designee in their medical facility. Quality issues in regards to performance, breakage, and repair of instrumentation will be communicated to NYHHS Leadership via SPS Management.
