Description
REQUEST FOR SOURCES - SMALL BUSINESS CONCERNS For: Solid Waste and Recycleables Collection services for Lincoln Home National Historic Site, Springfield, Illinois This is a Sources Sought synopsis only and not a pre-solicitation notice. Pursuant to FAR Part 10, Market Research, this survey is to determine the availability and capability of potential commercial sources to provide the products and services to meet the requirements as specified in the DRAFT of the Program Description below. There is no set-aside determination at this time; however, the National Park Service is contemplating setting this acquisition aside for Small Businesses if there is sufficient demonstrated interest and capability. This Sources Sought Notice is neither a request for quotes nor a solicitation of offers; nor does it represent a promise to issue an RFQ or RFP in the future. Information received will be considered solely for the purposes of acquisition planning and for determining whether conducting a competitive procurement as a small business set-aside would be viable for the Government. Responses to this Sources Sought are not quotes or offers and cannot be accepted by the Government to form a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated will be solely at the Respondent's expense. All submissions become Government property and will not be returned. Not responding to this Sources Sought does not preclude participation in any future RFQ or RFP, should one be issued. Response must provide clear and concise documentation which evidences the respondent's bona fide capability to provide these products/services. The respondent must provide: 1) A capability statement that addresses the respondent's/organization's qualifications and ability to support and perform as a prime contractor, during the performance dates and with the products/services described in the Program Description included below. 2) Include a brief resume of past performance which supports your performance; include contacts' names, phone numbers, email addresses and description of products and services provided. 3) Responses should contain the Respondent's Company Name, Address, Point of Contact, DUNS Number, Cage Code, Phone Number, Email Address, a statement as to whether your company is domestic or foreign owned, and size of business pursuant to NAICS Code 562111 (small business size standard $38.5 million). 4) All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent's response. Responses must be received no later than 3:00 p.m. central time on Wednesday, March 6, 2019. Submit responses to as specified in the DRAFT of the Program Description below. Prospective contractors are cautioned that if you are unable to provide the identified products and services outlined in the Program Description below, please do not respond to this Sources Sought. It is the responsibility of the interested parties to monitor the FedBizOpps and FedConnect websites for additional information which may be posted pertaining to this Sources Sought. Since this is a Sources Sought Announcement only, its results will not be issued to the respondents. PROGRAM DESCRIPTION: Lincoln Home National Historic Site preserves 36 historic and non-historic houses and associated outbuildings within its four square city blocks, 12.28 acre boundary, that date from the Lincoln-era, including the Lincoln Home. Perspective vendor is to deliver two (2) 4-cubic yard covered refuse container for trash / waste removal, and one (1) 4-cubic yard covered single stream recycling container to the two (2) locations listed below and begin waste and recyclable collection service within three (3) business days from the date of contract award, or on April 1, 2019; whichever is later. 4-Cubic Yard Solid Waste Dumpsters One four yard container shall be located at the rear of the Stuve House property at 526 South 7th St Springfield, Illinois. One four yard container shall be located in the alley behind the Education Center at 406 South 8th St. Springfield, Illinois. 4-Cubic Yard Container for Single Stream Recycled Material Container will be staged near the 4-cubic yard solid waste container at the rear of the Education Center at 406 South Eighth Street Springfield, Illinois. The containers shall be dropped at the designated site, shall not exceed 7 feet in width, 8 feet in length, or 8 feet in height. The container shall have either a side door opening or double lid opening to allow users to easily dispose of trash from the side of the unit or from the top. Collections shall only occur between the hours of 6:00 a.m. and 9:00 a.m. central time, Monday through Friday. Collection outside designated hours shall require approval by the COR. No collections shall occur on Federal Holidays if Holiday is observed on a Tuesday, Wednesday, or Friday; however, collection shall occur on the following day. TRASH / WASTE REMOVAL & RECYCLING: ANNUAL SCHEDULE FREQUENCY SCHEDULED DAYS Solid Waste Removal 2 days per week Tues, Fri Recycling 1 day per week Wed Collection of both trash/waste and recycling, shall be made on each of the days shown in the following table. Based on the scheduled days for trash/waste and recycling collection, the Government estimates the number of days of collections for the Base Year and each Option Year are as follows: BASE YEAR: April 1, 2019 ¿ March 31, 2020 Qty: 210 collections (for trash/waste) Qty: 52 collections (for recyclables) OPTION YEAR #1: April 1, 2020 ¿ March 31, 2021 Qty: 208 collections (for trash/waste) Qty: 53 collections (for recyclables) OPTION YEAR #2: April 1, 2021 ¿ March 31, 2022 Qty: 208 collections (for trash/waste) Qty: 52 collections (for recyclables) OPTION YEAR #3: April 1, 2022 ¿ March 31, 2023 Qty: 210 collections (for trash/waste) Qty: 52 collections (for recyclables) OPTION YEAR #4: April 1, 2023 ¿ March 31, 2024 Qty: 208 collections (for trash/waste) Qty: 52 collections (for recyclables) The site is open to the public, and extreme care shall be used when entering, leaving and operating on park grounds. The speed of vehicles or equipment shall not exceed 5 MPH within the park boundary. Vehicles must obey all posted traffic control signs while driving in the park. Drivers need to be aware of cross sidewalks to the alley ways, and the potential of pedestrians crossing the alleyways. The Contractor shall make collections during periods of inclement weather. In cases of severe weather, the COR may authorize exceptions. When exceptions are granted by the CO, the Contractor shall make up all missed collections within 24 hours after the severe weather has terminated, unless the COR authorizes additional time. The Contractor shall notify the COR of any condition that may interrupt or delay Contractor ¿s performance such as vehicle breakdown or any other reason. Contractor is not to conclude that the Government has determined the interruption or delay to be an authorized interruption / delay. The COR will make the determination if such interruption/delay is authorized on a case by case basis. The Contractor shall make up missed collections resulting from the interruption/delay within 24 hours, or sooner if instructed by the CO. Off-Schedule Collections: Any additional collections(s) requested that are outside the scheduled collections in this PWS, are not a part of this contract and therefore not funded or covered by this contract. Means of invoicing and methods of payment for additional collections are to be coordinated between the Contractor and the Park representative requesting the additional collection.
