- Description
- The Department of Veteran Affairs, VISN 2 Network Contracting Office intends to award a sole source contract for the Center of Excellence for Suicide Prevention located at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua NY 14424. This proposed contract action is for a service in which the Government intends to award a base plus 2-year, firm, fixed-price contract with only one source, Relx, Inc. dba LexisNexis of 9393 Springboro Pike, Miamisburg, OH 45342-4424 under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2), only one responsible source. The requirement is to assist the Center of Excellence in identifying lifestyle indicators using eight different public records searches in order to get an entire view of the Veteran through public and proprietary information. Data for suicide mortality and Veteran status is required as part of an on-going effort to understand the relative burden of suicide among Veterans of United States Military Service, and the identification of characteristics that may be unique to Veterans. The data used to calculate measures of reliability and validity of Veteran identification using State-based death certificate data with linkage to Department of Defense and Veterans Health Administration service records to gain access to information such as; bankruptcy and judgment searches, deceased indicators, marriage and divorce searches and information on relatives, etc. LexisNexis links new entities and information into repositories using their experience, reference data, algorithms and tools within an XML-based application programming interface which allows users to search the extensive data quickly and efficiently while filtering out unnecessary inactive and duplicate entries forming an on-going current active listing. Searches include, but are not limited to, Advanced Person Search, People at Work, Mobile Access, Jail Booking, People in the News and the National Motor Vehicle Accident Search and Report. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by March 7, 2019 at 10:00 a.m. (ET).
