Description
The Department of Veteran Affairs, Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 has a requirement to provide all labor, supplies, tools, materials, transportation and warehousing necessary for fencing required for the William Jennings Bryan (WJB) Dorn, Veterans Affairs Medical Center, 6439 Garners Ferry Road, Columbia, South Carolina 29209. The Government expects to award to a single contractor a contract which shall be Firm Fixed Price with a firm quantity. This requirement is being set-aside for Service Disabled Veteran Owned Small Business participation only. NAICS code for this requirement is 238990 with a small business size of $15M. All responsible sources may submit a quotation, which shall be considered. Please see solicitation for additional information regarding this requirement. SITE VISIT SITE VISIT: See clause 52.237-1, Site Visit (APR 1984). The site visit will be conducted on March 5, 2019 at 10am EST at the DORN VAMC, Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209. Contractors shall report to Building 9, Research Building. A map of the Dorn VA complex is available upon request. NOTE: This is the ONLY site visit scheduled for this project; individual or separate site visits will not be scheduled. This is not a mandatory site visit, but it is highly encouraged to attend before submitting a quote. Statement of Work Building 9 Basement fence 544-19-2-5089-0122 1. REQUIREMENT: The Contractor shall provide all labor, equipment, materials and supervision necessary to manufacture and install approximately 110 lineal feet of chain link fence with 2 single gates and 1 double gate as shown on the specifications to the request. An overview sketch is provided in the request as an attachment. 2. BACKGROUND: Materials will have to be brought in by way of a stairwell. No jobsite parking is available. Once materials and tools have been unloaded, vehicles must be parked in the contractor parking lot. No exceptions. 3. PERIOD OF PERFORMANCE: Working normal business hours, on-site installation shall be completed within Five days of start. The product and the installation will be warranted for 1 year after acceptance. 4. PLACE OF PERFORMANCE: Basement of Building 9. 5. PERFORMANCE REQUIREMENTS: Manufacture and installation of: Approximately 110 lineal feet of chain link fence with 2 single 4 foot gates and 1- 8 foot wide double gate as identified in the specifications page attached to this requirement. Vendor will follow all OSHA requirements during installation. Vendor will clean up daily before leaving the worksite. Smoking is not permitted in the building or near entrances. On-site fabrication must be minimal. On-Site work will be accomplished during normal business hours. Vendor arranges a work schedule with us so we can make the appropriate notifications with a minimum of two working days in advance of arrival. Tools and equipment will not be left un-attended or left overnight. Vendor will maintain the barricaded construction area. (Closed door) Area will be left in as good or better condition than found. Scraps, packaging and shipping materials will be disposed of off-site by the vendor. No means of disposal or recycling is provided by VA. THE DOCUMENT IS A PDF AND IT IS NOT POSSIBLE TO UPLOAD TO OUR CONTRACT WRITING SYSTEM. SPECIFICATIONS: Building 9 basement chain link fence specifications. Fence fabric will be 96 tall 9-gauge galvanized (2 mesh) chain link fabric. Top rail will be 1-5/8 O.D. G-20 pipe. Line posts will be 2-1/2 O.D. G-20 pipe set at a maximum of 10 feet on center. Terminal Posts will be 3 O.D. G-20 pipe. Bottom rail will be 1-5/8 O.D. G-20 pipe. Terminal posts braced to the nearest line post with 1-5/8 O.D. G-20 pipe. Gates (2) to be 4 feet wide and (1) to be 8 feet wide made of 1-5/8 O.D G-20 pipe, braced and trussed as necessary and have the same fabric as the fencing. Gate latches will be the heavy-duty fork-style latches with a mechanism to accommodate a standard padlock to secure the gate. Gate hinges will be 90-degree bulldog style hinges, all are in-swinging. Gate posts will be 3 O.D. G-20 pipe. Fittings to include regular brace bands, steel carriage bolts, combo rail ends, line rail clamps, loop caps, post caps, ¾ tension bars and regular tension bands. Fence ties will be 9-gauge steel wire spaced 15 on-center for line posts and 24 on-center for rails. Post mounting plates will be 8 x 8 x ¼ thick with 4 mounting holes. Posts will be completely welded to the plate and not tack welded. Plates will be anchored to the concrete floor with four 3/8 x 4-1/2 concrete anchors. Basis of Award Project: FENCING FOR BASEMENT A. BASIS FOR AWARD. Award will be made to the lowest priced, technically acceptable responsible offeror, whose offer conforms to all stated terms, conditions, representations, certifications, and any other information required by this solicitation. Offers will be ranked by price first then evaluated for technically acceptable. If, the low priced offer is found to be technically acceptable the evaluation process stops no other offer will be evaluated. If necessary this process will be performed until there is a low priced technically acceptable offer. If no offer is technically acceptable the government will make a determination to re-solicit. Technical tradeoff will not be made and no additional credit will be given for exceeding the minimum requirements. In the event an offeror s proposal is determined to be unacceptable in any of these factors, the entire proposal will be considered unacceptable and the offeror will be ineligible for award. If the contracting officer determines that a small business past performance is not acceptable, the matter shall be referred to the Small Business Administration for a Certificate of Competency determination, in accordance with the procedures contained in Subpart 19.6 and 15 U.S.C. 637(b)(7)). **ALL factors must be rated ACCEPTABLE to be considered for award. B. EVALUATION METHODOLOGY. The award decision will be based on the following: Registered in www.sam.gov to receive Government contracts. Registered in www.vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) Vendor shall provide a copy of their business license. Vendor shall provide a copy of their liability insurance coverage. Price. All line items in the Price Schedule must include a price. The total evaluated price will consist of the offeror s total proposed price. Each factor will be scored as Acceptable or Unacceptable as defined below. Offers will be evaluated against the SOW and the stated evaluation criteria. All offers are evaluated using the same standards. Lowest Price, Technically Acceptable Evaluation Standards acceptable ALL of the minimum acceptable criteria are clearly met by the offer. The offer meets the minimum performance and technical capability requirements defined in the solicitation. Unacceptable Not all of the minimum acceptable criteria were met by the offer. An unacceptable offer contains one or more deficiencies that does not meet the performance and technical capability requirements defined in the solicitation.. The following table will be used for each proposal received to score each LPTA factor as to whether it is Acceptable or Unacceptable.
