- This is NOT an official Request for Proposals (RFP). Please DO NOT submit draft proposals. Comments will be accepted by the POC referenced herein. The Government is not obligated to make an award as a result of this Draft RFP. A formal solicitation may or may not be issued by the Government. The Government is in no way obligated by the information received. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for U.S. Army Evaluation Center Support Services (AECSS) at Aberdeen Proving Ground, Maryland. It will be total set-aside for Small Businesses under NAICS 541330 (Exception, Military and Aerospace Equipment and Military Weapons), with a size standard of $38,500,000.00. The resulting contract is expected to be a five year (ordering period) Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract, with a maximum six year period of performance. The U.S. Army Evaluation Center, is responsible for all assigned developmental and independent operational evaluation of Army materiel, information and acquisition systems. AEC is a subordinate activity of the U.S. Army Test and Evaluation Command (ATEC), the Army's independent Operational Test Agency (OTA), developmental tester, and evaluator. AEC requires engineering and test support services across all AEC Directorates and Divisions. These services will perform a wide variety of tasks related to the Test and Evaluation programs at AEC. Contractor support will be required primarily at APG, MD, but may also be required at other locations on a temporary duty basis. This notice is a draft RFP, with an anticipated official RFP to follow. Attached to this notice is the Draft solicitation. The Government is not held to any information contained in this Draft RFP. The Government will accept questions or comments regarding the Draft RFP until 7 March 2019 at 10:30am local Maryland time. Interested parties may submit the questions or comments to Ms. Robin Delossantos at robin.m.delossantos.civ@mail.mil. The official release of the solicitation will be posted on the Federal Business Opportunities (FBO) website located at the following address: https://www.fbo.gov/. The on-line version of the official RFP will include all documents of the solicitation package. It is the potential offeror's responsibility to monitor the FBO website on a regular basis for any updates. Other documents, as necessary, may be posted when available.
