- 1 NOTICE: This is a Special Notice. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) Intends to award on a Sole Source Basis to a Service Disabled Veteran Owned Small Business (SDVOSB) concern (U.S. Diversified Construction Services, Inc.) under North American Industry Classification System (NAICS) code: 237110 Water and Sewer Line and Related Structures Construction for the Fort Sill National Cemetery in Elgin, Oklahoma. The Fort Sill National Cemetery has a need for the replacement of six (6) existing shut-off isolation valves on the irrigation water main line. The need also requires the asphalt road demolition, excavation, backfill, compaction and asphalt restoration. The work shall begin at or about April 1, 2019. The proposed contract action is for services and construction which the Government intends to solicit from only one source in accordance with VAAR Part 819.7007. This notice is not a request for competitive solicitation responses but interested Offerors and responsible Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Business (SDVOSBs/VOSBs) may identify an interest and capability to respond to the requirement or submit a response to the solicitation. All solicitation responses must be received by 14:00 (Eastern) on March 22, 2019 and will be considered by the Government. Contractor services are to be performed at: Fort Sill National Cemetery 2648 NE Jake Dunn Road Elgin, OK 73538 A determination by the Government not to compete this proposed contract based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will only be accepted in writing by email at kelly.rima@va.gov.
