- Note: This synopsis is a copy of the one listed under solicitation N66604-18-R-0187. Due to fiscal year change, the solicitation number was modified. The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) Platform and Payload Integration Department, Code 40, has a requirement for hardware, systems engineering, technical analyses, mechanical and electrical design, manufacturing, installation, test and evaluation, maintenance, and repair services, including services in the field, to support existing and future fleet systems programs. This scope encompasses work within the Submarine Safety (SUBSAFE) boundary on submarines and non-SUBSAFE hardware and systems, as outlined in the attached draft Statement of Work (SOW). This procurement will be processed using FAR Part 15. The North American Industry Classification System (NAICS) for this requirement is 332510 with a size standard of 750 employees. This requirement will be solicited as other than full and open competition, with SUBSAFE certification being a stipulation for award. The current requirement was awarded as a multiple-award IDIQ to Electric Boat Corporation (N66604-10-D-034A), Northrop Grumman Shipbuilding (now Huntington Ingalls Inc., N66604-10-D-034B), and Oceaneering International Inc. (N66604-10-D-034C). The resultant contract(s) will be five-year Indefinite Delivery, Indefinite Quantity (IDIQ) type with Cost-Plus Fixed Fee (CPFF) CLINs, Firm Fixed Price (FFP) CLINs, and Cost CLINs. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The Request for Proposal (RFP) and related files listed under solicitation number N66604-18-R-0187 (new number N66604-19-R-0035) will be issued electronically. Evaluation factors will be released upon RFP issuance anticipated by February 2019. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This is not an RFP. This notice shall not be construed as a promise to contract or a commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract or contracts.
