- INTENT TO SOLE SOURCE On behalf of the Captain James A. Lovell Federal Health Care Center (FHCC), 3350 Illinois Street, Great Lakes, IL, 60088, the Great Lakes Acquisition Center, Milwaukee, Wisconsin, intends to solicit and negotiate a sole source contract with Quest Diagnostics for Reference Laboratory Testing Services, in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Services required include the transportation of clinical laboratory specimens to the Contractor s laboratory(s), the performance of analytical testing as defined by the Contractor s reference test manual of approximately 780 different tests, the electronic interface reporting of analytical test results into VA and DOD systems, a specimen processor, and consultative services. The performance period will be 01 March through 31 August 2019. Quest Diagnostics is the only known contractor that has the current resources (manpower, experience, technical/operational knowledge, interconnection of the two computer systems, VA VISTA and DOD CHCS, and confirmed operational test databases) to perform the critical mission for the short-term contract by 01 March 2019 without interruption. Awarding to any vendor other than Quest Diagnostics would cause unacceptable delays in fulfilling the FHCC Red Rover Clinic s requirements and the consequences would be detrimental to providing timely patient care and meeting military missions. In order to electronically transmit test results into the two computer systems in use at the FHCC, contractors are required to have an existing interface with the VA and DOD. In addition, any individuals involved in the creation of a test database or specimen processing at the FHCC must have an ANACI Background Investigation initiated prior to accessing the FHCC s computer systems. The North American Industry Classification System Code is 621511 Medical Laboratories, with a small business size standard of $32.5 million. This notice is NOT a request for competitive offers; however, if a vendor feels it can meet the needs of the Government, the following information shall be submitted to the Contracting Officer at becky.cincotta@va.gov by Tuesday, February 26 at 3:30 p.m. central. Contractor s Test Manual & pricing Evidence of Insurance No telephone responses will be accepted. Information received will be used to determine whether it is in the Government s best interest to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
