JOB ORDER CONTRACT (JOC) FOR KANTO PLAINS OPERATIONAL AREA, JAPAN - SOURCES SOUGHT N40084 FEAD YOKOSUKA THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. This notice is a market research tool used to obtain information only and to identify contractors who possess the capabilities to provide the services as specified below. The intent of this notice is to identify potential offerors for market research purposes and to determine if commercial sources are available. The information received will be utilized within the U. S. Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), this notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the U.S. Government for any purpose other than market research. The Naval Facilities Engineering Command, Far East (NAVFAC FE), Facilities Engineering and Acquisition Division (FEAD) Yokosuka is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for maintenance and construction contracts. An Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract on a basis of Japanese Yen currency is anticipated. The length of this contract is anticipated to be a base year period plus four (4) 1-year options for a total of five (5) years. The Job Order Contract will encompass a broad range of maintenance, repair, and minor renovation/construction within the Kanto Plains Operational Area to include, but not limited to, Commander U.S. Fleet Activities Yokosuka (CFAY) and Yokohama Detachment ”including Tsurumi, Yokohama North Dock, Negishi Dependent Housing Area (Yokohama), Azuma Storage Area (Hakozaki, Yokosuka), Urago Storage Area (Yokosuka) ”and Ikego Housing Area and Navy Annex (Zushi); and the New Sanno Hotel, U.S. Forces Center. Yokosuka is on the Miura peninsula in the Kanto Plain region of the Pacific Coast in Central Honshu, Japan. CFAY is the largest overseas U.S. Naval installation in the world and is considered to be one of the most strategically important bases in the U.S. military. A maximum limit of the contract at Ą5,021,721,000/$45,000,000.00 for the entire life of the contract is anticipated. Actual construction work will be accomplished under individual Order(s) to be placed on an as-needed basis under the JOC; provided that the Government will not be committed to place Order(s) up to the maximum limit of the contract. These Orders will be issued and priced based upon the Unit Price Book (UPB) ”which will be included in the subsequent solicitation ”and the awardee ™s pricing coefficient; with any work not subject to the UPB being negotiated on a per Order basis. The planned work includes carpentry, road repair, roofing, excavation, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, and other related miscellaneous work. The contractor will be required to have a performance capability to accomplish multiple Orders at the multiple project sites concurrently, along with having a JOC focused task-force organization for effective management of Orders and responsive coordination with the Government JOC engineers. CONTRACTOR LICENSING REQUIREMENTS Any resulting contract would be awarded and performed in its entirety in the country of Japan. It is therefore requested that responding contractors be duly authorized to operate and conduct business in Japan and able to fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of such a contract. Contractors are requested to describe their qualifications to comply with the above in their Submittal by stating whether they possess the appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this type of contract. STATUS OF FORCES AGREEMENT The U.S. Government does not plan to offer śUnited States Official Contractor ť status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under any solicitation which would proceed from this Sources Sought. SUBMITTAL REQUIREMENTS Interested firms should submit Attachment 1 “ Statement of Interest Questionnaire. The following information shall be provided via Attachment 1 “ Statement of Interest Questionnaire: 1) Contractor Information: Provide your firm ™s contact information 2) System for Award Management (SAM) Information 3) Qualifications for Conducting Business in Japan: Provide the relevant business license, certification, etc. as stated above 4) Whether your firm is interested in performing as a Prime Contractor or Subcontractor 5) Description of your firm ™s experience or qualifications for managing multiple projects across multiple sites concurrently or any other relevant information you wish to provide 6) Experience: Submit a maximum of five (5) government or commercial projects your company has performed in the last seven years demonstrating your firm ™s experience with contracts including maintenance, repair, and/or minor construction or renovation ”including a description of the work self-performed by your firm. Respondents will not be notified of the results of the U.S. Government ™s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the U.S. Government.
