- NOTICE OF INTENT TO SOLE SOURCE FAR 6.302-1 Network Contracting Office (NCO) 2, Department of Veterans Affairs intends to award a firm-fixed price sole source contract to JE Hurley, Inc. under the authority of FAR 6.302-1(c): "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." The proposed procurement is for the purchase of the Bertec Balance Advantage Computerized Dynamic Posturography (CDP/VR) System for the Audiology Clinic of a VA Medical Center. The specifications of this equipment include: Sensory Organization Test (SOT) a six-condition test to isolate and evaluate individual sensory inputs to balance-visual, somatosensory and vestibular. Adaptation Test (ADT) -- test of the patient s ability to develop compensatory balance strategies in response to repeated surface perturbations Motor Control Test (MCT) -- test of automatic motor response to an abrupt translation (forward and backward) of the support surface Utilization of unique, patented immersive virtual reality environment to disrupt vision during test conditions that measure the ability to suppress inaccurate visual cues Unique, patented merge/synch capabilities to utilize multiple Bertec systems within an organization and maintain a complete, current, and interactive patient record on every Bertec system Robust, patented force transducer design with independent bilateral measurement of left and right center of pressure (COP). All data is stored and available for export and analysis 1000 Hz sampling rate with raw data export 500 lb patient weight capacity with standard and bariatric harnesses Library of immersive virtual reality environments Self-calibrating and auto zeroing features streamline system usage The North American Industry Classification System (NAICS) code for this procurement is 339113 and the size standard is 1,250 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 noon Eastern on Monday, March 4, 2019. Inquiries will only be accepted via email to edward.lyke@va.gov. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
