Description
NASA, George C. Marshall Space Flight Center (MSFC) plans to negotiate with Huntsville Emergency Medical Services Inc. (HEMSI), 2700 6th Ave. SW Huntsville AL, as a sole source provider for continued emergency medical services at MSFC, located in Huntsville, Alabama. The period of performance is from November 1, 2019, through October 31, 2024. The Firm-Fixed-Price (FFP) contract will provide for advanced life support emergency medical services, ambulance transport, first responder support, and Automated External Defibrillator (AED) program management. This recommendation is made pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1) when an agency's needs for supplies or services are available from only one responsible source and no other source will satisfy Agency requirements and 10 U.S.C. 2304(d)(1 )(B), unacceptable delays in fulfilling the Agency's requirements. In accordance with FAR 6.302-1 (a)(2)(iii), services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the Agency's requirements. The Government intends to acquire a commercial item/service using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to Rita James at rita.r.james@nasa.gov no later than 4:00 p.m. local time on March 13, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
