Description
The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to negotiate a sole source basis to The JJ Wilbur Co., Inc. in accordance with 13.106-1(b)(1), soliciting from a single source to purchase two (2) new Teledyne ozone Federal Reference Methods and two new Dynamic Dilution Calibrators. This procurement is recommended to be processed without full and open competition. EPA s National Exposure Effects Research Laboratory (NERL) is needing these analyzers for use in upcoming wildfire related field studies and as validation analyzer for the upcoming sensor evaluation study. The JJ Wilbur Co. serves as the official distributor in the Eastern United States for the manufacturer Teledyne API. The instrument manufacturer. Teledyne APL is the only manufacturer capable of providing the required ozone FRMs and calibrators to achieve research goals associated with the upcoming wildfire field and small sensor calibration and validation activities. Teledyne API are the only manufacturers of the NO-Chemiluminescence ozone FRM and calibrators employing three mass flow controllers that are compatible with existing EPA owned calibration equipment. The research objectives for which this analyzer will be used to require that ozone be determined by the interference free NO-Chemiluminescence measurement method. Currently, Teledyne T265 NO-Chemiluminescence Ozone FRM is the only manufacturer that produces an ozone analyzer that is based upon this measurement principle. These research objectives for which the calibrators will he used to require that the calibrator employ three mass flow controllers to obtain trace level ozone and N02 test atmospheres. In addition. the calibrator must be based upon identical principles of existing EPA owned equipment to eliminate any calibration biases in our research. Currently, Teledyne API is the only manufacturer that produces a calibrator employing three mass flow controllers and is compatible with exist ing EPA owned calibration equipment. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 5 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is enough to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
