Page 1 of 1 36C24219Q0342 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Short-Term Chemistry Cost-Per-Reportable-Result Instrumentation for VISN 2 North The Department of Veterans Affairs, VISN 2- North area comprised of medical centers in Albany, Bath, Buffalo, Canandaigua, and Syracuse New York intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 339112 with a small business size standard of 1,000 employees. The VA intends to solicit and negotiate with Siemens Healthcare Diagnostics, 15 Norwood Park, South Norwood, MA 01062-4633 for chemistry instrumentation and reagents on a cost-per-reportable-result basis, based upon their current FSS contract V797D-30175. This contract will be a Firm Fixed Price, single award purchase order for approximately 1-year. Chemistry instrumentation and subsequent testing is used for an array of testing and screening at the medical facilities. The equipment is currently in place as part of a preceding agreement that was competed. A follow-on solicitation is expected to be released within the next 30 days. The proposed sole source procurement is intended to be a short-term solution to support veteran care while a long-term solution is pursued. Competition of this short-term requirement is not feasible due to the time and complexity involved in the implementation of a different vendor s instrumentation. Other persons may identify their interest by responding to this requirement by Thursday, February 28, 2019 at 1PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
