Sources Sought Notice # 36C24119Q0162-1 VISN Wide GPS Fleet Monitoring Services for the New England Veterans Healthcare System This is a Sources Sought Notice seeking potential vendors regarding the VISN 1 requirement for GPS Fleet tracking and Monitoring services. The purpose of this Notice is to gain knowledge of the interest, capabilities, and qualifications of potential contractors that would be interested in a future solicitation. This information will be used for preliminary planning purposes and market research only. No proposals are being requested or accepted at this time. This is not a solicitation and no contract shall be awarded from this Notice. The GPS Fleet Tracking requirement is for all stations of the New England Healthcare System and vehicles leased or owned by the Medical Centers and Community-Based Outpatient Clinics in Maine, New Hampshire, Vermont, Massachusetts, Rhode Island and Connecticut. The estimated number of vehicles for each station are as follows: Station/ Location # vehicles 518 Bedford, MA 105 608 Manchester, NH 61 689 West Haven, CT 173 405 White River Junction, VT 51 650 Providence, RI 76 523 Boston, MA 105 402 Togus, ME 93 631 Northampton, MA 105 total 693 Metrics which require tracking are as follows: For each vehicle, the Vendor shall provide a vehicle monitoring system with the following: A single module that contains both a Vehicle GPS tracking system and vehicle diagnostics unit, with internal GPS and cellular antennas The vehicle diagnostics unit is compliant with the OBD-II Standard, and provide remote diagnostic monitoring of vehicle trouble codes, ignition status, speed, odometer, and fuel efficiency Compatible with either light or heavy duty harnesses On-board serial port for integration with other serial port devices Capable of monitoring PTO engagement/disengagement, secondary engine on/off, and door open/close, and other voltage events Onboard horizontal GPS accuracy of less than 5 meters @ 90% Complete installation service at a central location within 25 miles of each medical center Complete web-based, secure 24/7 online and mobile access to fleet information, with access for multiple users and customer defined access privileges Real-time alerts daily, weekly, or monthly for speed thresholds, geofence violations, speeding, and odd-hours breaches Roadside assistance, 4 incidents per vehicle, per year Remote vehicle diagnostic alerts for engine problems, and when the vehicle is due for service, providing diagnostic trouble codes at a minimum of 20 second intervals. Web access to all diagnostic alerts, trouble calls, and maintenance reminders, in a web-based diagnostic report for each vehicle Realtime monitoring and reporting of speed through the vehicle s on board computer Realtime monitoring and reporting of odometer readings, MPG, and idle time Web-based system capable of interfacing with ODBC databases through XML files Web-based printing of all individual and group reports Web-based vehicle recall reporting Web-based reporting for miles driven, trips taken, and days utilized during a user defined period, and the number, and duration of vehicle stops, including time/date stamps Web-based report of GHG emissions, including Carbon Dioxide, Methane, Nitrous Oxide, Carbon Monoxide and hydrocarbons, for each vehicle and for the entire fleet Monitor and provide alerts via email or text for all emission control system diagnostic trouble codes Perform an EPA mandated emissions control system check every 4 hours of vehicle run-time, and provide a report listing all vehicles that do not pass the EPA emissions control system check Provide all labor, travel, and materials to repair or replace any equipment that fails during the warranty period. Satellite vehicle mapping capability for each vehicle from within the web-based application In accordance with Public Law 109-461, the Department of Veterans Affairs is particularly interested in Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) that are interested. Answers to the following questions are optional, but highly encouraged. If an SDVOSB or VOSB, provide proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) or intention of registration prior to submission of offers to a solicitation. All interested firms must be registered in SAM (www.sam.gov)All interested SDVOSB or VOSB firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Any other pertinent company documentation. The Primary NAICS for this procurement will be 517919 with a small business size standard of $32.5 Million.
