- The Defense Commissary Agency (DeCA) is seeking a contractor with current relevant qualifications, experience, personnel and capability to provide the labor, management and assorted seafood products necessary to support full service seafood markets to include roadshows for resale operations in U.S. military commissaries. Ownership of all products shall remain with the contractor until products are scanned at the commissary front-end register. The offeror(s) will submit its proposed price as a percentage of savings to the commissary patron. Site visit information will also be stated in the solicitation. Solicitation HDEC02-18-R-0002 was issued for this requirement as a small business set-aside on February 26, 2019. The solicitation will be available for download on the Internet at FedBizOpps (www.fbo.gov) on the issue date. The NAICS code is 722310 for this requirement and the size standard is $38,500,000. Performance is anticipated to commence October 1, 2019. The base period of performance will be 24 months, plus three 12-month option periods. A Fixed Price Contract is contemplated. For the purpose of this solicitation, there will be 10 east area commissaries in the Washington D.C., Maryland, and Virginia locations that will be grouped geographically into one Contract Line Item Number (CLIN).
