Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single, definite-delivery, definite-quantity type contract with firm-fixed price provisions for services using the policies and procedures of FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This requirement will be solicited as a sole source requirement. The activity s small business office concurs with this determination. The NAICS code applicable to this procurement is 711510, Independent Artists, Writers, and Performers. The current size standard is $7.5 million. The Federal Supply Classification is G099, Other Social Services. The places of performance are Gulfport, MS; Stennis Space Center, MS; NSA Mechanicsburg, PA; Fort Meade, MD; Naval Station (NAVSTA) Rota, Spain; NSA Souda Bay, Crete; Naval Air Station (NAS) Sigonella, Italy; Naval Support Activity (NSA) Naples, Italy; and Naval Air Station (NAS) Jacksonville, FL. The purpose of this effort is to provide Fleet Personnel Programs support services for USFF. Support services shall include presentations to Sailor audiences focused on specific areas of culture change and transformation, Sexual Assault Prevention and Response (SAPR) training, Suicide Prevention Training, drug and alcohol abuse prevention, and domestic violence prevention. The presentations should include a focus on the precursor behaviors associated with each destructive behavior category, an understanding of the micro-climates within a larger command climate, and strategies for both individuals and commands on prevention strategies. The performance period for this acquisition is anticipated to begin on 12 March 2019 and end on 11 June 2019. The solicitation is expected to be available around 12 February 2019. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO, https://www.neco.navy.mil.). The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a proposal. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
