Description
Synopsis for Returning Warrior Workshop Program NAVSUP Fleet Logistics Center Norfolk intends to acquire, on a competitive Small- Business set- aside basis, Returning Warrior Workshop Program for Bureau of Medicine and Surgery, (BUMED). There is a requirement for services on behalf of Bureau of Medicine and Surgery, (BUMED) to support the Returning Warrior Workshops (RWWs). US Navy Reservists and other Individual Augmentees (IAs) returning from deployment in support of Overseas Contingency Operations (OCO) face unique challenges that can cause increased stress in their lives and exacerbate deployment stress injuries such as Posttraumatic Stress Disorder (PTSD) or Traumatic Brain Injury (TBI). Reservists face immense cultural changes after completing a deployment, often going from a high tempo warrior community/mentality back into a more routine life where their civilian employers and family members may not understand or be able to relate to their deployment experiences. The initial relief of being home and being with family members can give way weeks or months later to feelings of isolation, which can exacerbate any psychological health issues stemming from the stress of being mobilized. The RWWs were developed and improved upon over the years to more successfully ameliorate some of the stress caused by deployment by supporting and facilitating the successful re-integration of the deployed member back into his/her family, and by providing a nonthreatening positive environment in which to identify and address potential issues that may arise during post-deployment reintegration. The ultimate goals of the RWW are to improve the psychological health of the reservist or other service member attendees and his/her family, and increase their resiliency and readiness to better cope with future assignments and /or deployments. These Workshops are held regionally in the United States and its territories, and are affiliated with the Navy Reserve ™s six regional Reserve Component Commands (RCCs). This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 and Part 13.5. The award of a firm-fixed price contract is anticipated. Release of the Request for Quotation [RFQ] will be via the internet. Interested parties may download the RFQ upon its issuance to the following website: https:///www.neco.navy.mil. Interested parties are solely responsible for the monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The applicable North American Industry Classification System [NAICS] code is 541690. The anticipated performance of period for this procurement will be 20 September 2019 to 19 September 2020 [if the 2 one-year options are exercised] Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be release around 12 March 2019.
