Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Bureau of Engraving and Printing (BEP) Office of Acquisition on behalf of its Office of Technology development (OTD) intends to award a sole source Research & Development contract for the develpoment of a potential overt security feature with the US exclusive opticla effects and unique physical properties suitable to the needs of the BEP and the United States Currency Program (USCP). The Governmant intends to award a sole source contract utilizing "Only one responsible source and no other suppies or services will satisfy agency requirements" IAW FAR Subpart 6.302-1(a)(2)(ii). Anticipated Perid of Performance is a five-year prdering period. The North American Industry Classification System (NAICS) code is 54171, R&D in the Physical, Engineering, and Life Sciences (except Biotechnology)" The vendor will perform a full lifecycle technology development of US exclusive overt security features with novel and unique optical effects. The scope of the new effort is to further the technology readiness level (TRL) of theose technologies resulting from the current contract to advance then through the Technology Development Process (TDP) and to incorporate new concepts as necessary to ensure a secure and technically relevant feature platform. This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the descretion of the government. Information recieved will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will not be posted. To be considered, responses MUST be received NO LATER THAN 12:00PM, EASTERN STANDARD TIME, MARCH 15, 2019. Additionally, interested sources must be registered and currently active in the System fro Award Management (SAM), found at https://www.sam.gov.
