- Page 2 of 2 This Notice of Intent to Sole Source is not a request for competitive proposals. No solicitations documents are available. The Birmingham VA Medical Center intends to place a licensing software support and maintenance procurement under other than full and open competition basis with Healthcare Control Systems, Inc. 2601 Ravello Ridge Drive, Austin, TX 78735-1716. The purchase is for support, maintenance, and upgrades to a real-time control system - Cath Control System and GI Control System for the Management of the Birmingham VA Medical Center s (BVAMC) for a base period and four option periods. This is a software extended support, maintenance and upgrades to Cath and GI Control systems to include but not limited to the following: Re-Installation of Software as required Assistance to BVAMC staff supporting servers, workstations, touch screen monitors, and monitor hardware when application software issues arise On-call software support available Monday Friday 8:00am to 5:00pm CST excluding holidays. Remote support via site-to-site VPN access to application server Application software version upgrades Integrate data feeds from Real-Time Location System (RTLS) into the Cath and GI Control System once RTLS is installed Specific Functions as noted in Attachment 1, Proposed Statement of work This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b)(2), "soliciting from a single source. The NAICS code is 541512 Computer System Design Services and has a size standard of $27.5 million. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 1:00 pm EST, Mar 14, 2019 to: Margaret.Yeaton@va.gov. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in GSA eBUY or FBO. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
