Description
This sources sought is revised and replaces the sources sought posted on 17 December 2018. Since the original sources sought was posted, funding for this project was rescinded and no FY19 funds are available. We are anticipating FY20 funding. The North American Industry Classification System (NAICS) code for this requirement has changed from the original. The 20th Contracting Squadron (20 CONS) at Shaw Air Force Base in South Carolina anticipate release of a solicitation for a firm-fixed price contract, Add/Repair Base Infrastructure later this year. The work covered by these specifications consists of providing all management, tools, supplies, equipment, labor, materials, supervision, and applicable licenses and permits to accomplish the work designated in the drawings and specifications for this project. General work includes the removal of existing ground cover i.e., brush, trees, rubbish, rocks and debris to include the demolition of structures to establish a right of way of 75 feet in width. A security fence will run the entire length along the centerline of the crusher run road. Demolition is required of existing structures found on site. These structures are typically concrete block structures with wooden or steel framed roof structures. Site work construction shall include to proper contour, installing drainage structures, installing a crusher-run base on compacted sub-base on existing soils (some sand clay fill could be required). Installation of a security fence with six strands of barbed wire on top built to Federal and Government, DOD standards UFC Guide Specifications 32-31-13 chain link fences and gates. The contractor shall re-format, re-survey and re-draw as required to provide a useable product of design for construction of the project. Any refrigerant amounts removed or installed shall be documented and the information shall be provided to Shaw AFB. The contractor shall provide design documents to include a 35%, 65%, 95% design and as-built drawings. The North American Industry Classification System (NAICS) code is 238910 and size standard for this acquisition is $15.0M. The contractor will be required to furnish all labor, supplies, materials, supervision, transportation and equipment necessary to manage and successfully accomplish this project. The contract period will be for 180 days. The construction project magnitude for this requirement is between $1,000,000.00 and $5,000,000.00. The complete solicitation package, which includes the project plans and specifications, will be made available only through the FedBiz Ops (FBO) website at https://fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office, and hard copies will not be available. All amendments will be posted on FedBizOps. Contractors will be solely responsible for obtaining amendments from site to update files. Award shall be a Firm-Fixed Price Contract based on Best Value (Performance/Price Trade-off with evaluation factors). In addition to the fore mention information, the Government seeks to award an offerer who gives the Air Force the greatest confidence that it will meet the requirements of affordability. Solicitation may be available electronically on FedBizOps in the month of May 2019 based on funding prospects for FY20. All respondents to the sources sought will receive an email notification when the solicitation is posted on FBO. Sources shall include in their information a detailed capabilities statement stating their experience in providing the same or similar work described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 238910, and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
