- USDA Forest Service El Yunque National Forest Synopsis for Design Build Revitalization of El Portal Visitors Center Building and Site The USDA Forest Service Southern Region El Yunque National Forest (Puerto Rico) intends to solicit proposals for the award of a design build contract. Design-build (or design/build, and abbreviated D-B or D/B accordingly) is a project delivery system used in the construction industry. It is a method to deliver a project in which the design and construction services are contracted by a single entity known as the design-builder or design-build contractor. The work to be performed shall consist of the contractor furnishing all labor, materials, equipment, tools, transportation, supervision, facilities, and supplies. This procurement is 100% set-aside for small businesses. The project will consist of the design and reconstruction of the El Portal Visitors Center Building and Site. The project includes multi-disciplinary design based upon a USDA Forest Service-provided conceptual design, which will be finalized into a complete set of construction drawings, specifications, schedule of items, and construction cost estimates, and includes the building and site design that is compliant with all building codes, agency space policy, security requirements, and agency requirements as outlined. Upon final approval of the Complete Stamped and Signed Construction Documents, the building and site shall be constructed as designed and specified, according to all applicable law and requirements. The North American Industry Classification System (NAICS) codes associated with this requirement are: 236220 Commercial and Institutional Building Construction. The magnitude of this solicitation is between $10,000,000.00 and $15,000,000.00. All vendors must be registered in sam.gov to be considered for award.
