- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the DESIGN BID BUILD Renovate Radiology Construct CT Force project at the Minneapolis VA Medical Center (VAMC). PROJECT DESCRIPTION: The project includes constructing a new space for a new computed tomography scanner or CT. The construction for the CT will include demolition of existing walls, finishes, HVAC systems, low voltage systems and electrical systems in preparations for the new space for the CT equipment. The new equipment will be a Siemens Somatom CT. The new CT equipment and the installation of the new CT equipment will be provided by Siemens. Site preparations for the new CT of equipment will be provided and installed by the General Contractor. The project will include the relocation the existing radiology school classroom, relocation of the radiology conference room, and the relocation of the existing minor procedure ultrasound room from VA Building 70 to VA Building 9. Additionally this project requires the renovation and construction of the now empty space in Building 70 (location of original radiology school classroom, radiology conference room, and minor procedure ultrasound room) in order to prep for the new CT equipment. These spaces require remodeling prior moving these functions from their existing locations. This project will be phased to accommodate the relocations and to make room for the new CT x-ray equipment. Modifications to the electrical systems, HAVC systems, low voltage systems, plumbing systems and finishes shall be included in the project scope. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Price Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about March 18, 2019. The period of performance is approximately 265 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 to $2,000,000. All questions must be submitted in writing to the issuing office via email to bailey.donato@va.gov.
