Description
The Bureau of Reclamation (Reclamation), a water management agency within the Department of the Interior (Interior), announces the availability of a Request for Information (RFI). Reclamation is seeking interest from any entity or entities interested in providing services and materials to refurbish Exciter System Components located at the Grand Coulee Dam, Grand Coulee Washington. An expression of interest is not binding or promissory. In addition, further Requests for Information (RFI) may be issued. Failure to respond does not preclude the ability to respond to any future RFIs. This RFI is not subject to the Federal Acquisition Regulation (FAR). This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or any promise to issue an RFP. This RFI does not commit Reclamation to contract for any supply or service. Responders are advised that Reclamation will not pay any costs incurred in response to this RFI. All cost associated with responding to this RFI will be solely at the interested party's expense. BACKGROUND: Reclamation has a requirement to refurbish Exciter System Components located at the Grand Coulee Dam, Grand Coulee Washington. The Dam has 33 Exciter Systems in place. The Exciters Systems are comprised of: 18 main generator units, 3 local service units, and 12 pump/pump generator units. Located in the Left and Right Power Houses and in the John Keys Pumping Plant. The Exciter System is an integral part of hydro-electric generation. Power generation is the primary mission of the Grand Coulee Power Office (GCPO). DESCRIPTION: Reclamation is inviting industries ¿ comments to the Draft PWS in order to gather the most current and efficient processes used to refurbish Exciter Components and Sub Components to meet the operational needs of Grand Coulee Dam. For this RFI, Reclamation will determine whether potentially new or current service providers are interested in doing business with the Bureau of Reclamation for long-term Exciter System Component and Sub Component Service. PROCESS: This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for Reclamation in identifying and evaluating alternatives for long-term Exciter System Component and Sub Component Service. Interested parties should answer the following questions and provide the requested information: Briefly describe the Exciter Refurbishment services that your company provides. The following is a summary of general functional areas: a. Refurbishment Processes b. Inspection Processes c. Quality Control Processes d. Schedule process, reference the schedule in draft specification Provide comments to the Draft specification: a. Recommendations for the scope of work b. Are there more efficient refurbish processes available? Provide a brief summary. c. Are there more cost efficient refurbish processes available? Explain how the cost savings would be derived. Demonstrate your capability by providing recent and relevant (completed within the past three years and for similar work) past performance history. a. Please provide no more than three references to include contract number, location, contract value, period of performance, scope of work, and a point of contact. b. What is your experience in being a prime contractor? Also, what is the maximum number of subcontractors you had on one contract with a scope of work similar to this one? c. Please describe how your work experience makes your company a capable contractor to complete a service of this scope and magnitude. Based on the tasks, what would be the recommended benefit of using Lowest Price Technically Acceptable versus best value trade-off (when evaluating Contractor proposals)? Provide supporting information for your recommendation. Based on your performance of similar services, provide examples of some factors that would provide the most advantageous trade off factors for best value trade-offs? Based on your performance of similar services, what pricing scheme(s) would you recommend for the Unscheduled Work? FAR clause 52.219-14 states that at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. How have you complied with this regulation in the past for similar contracts? Does your company have the cash flow or resources available to manage a multiple task orders if the Government pays on a monthly basis? Based on the projected workload, how long will you be able to sustain payroll, should a delay in payment outside of our office's control occur? Responses to this RFI must include the following: a. A brief description of the Contractors primary business line(s) b. Contractors DUNS number and Cage Code. c. The socioeconomic status of the Contractor with this response, if any (8(a), HUBZone, Service-Disabled Veteran, economically-disadvantage-women, large business, etc). For a copy of the Specification and any associated documents, please email the contact specialist listed below via email with your company information to include: Company name, contact information and DUNS number. Submitted responses should be in Microsoft Word or Adobe Acrobat format and shall be no longer than 15 pages. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. Process and Timing: Timing: To be assured consideration, all Statements of Interest (SOIs) shall be submitted and received by Reclamation on or before 03/15/2019. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned.
