Description
The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre- Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Wilmington VA Medical Center, Wilmington, DE has a future requirement for a variety of altered texture, pureed food items as well as cut and frozen to order meats as follows: 1. SALMON, WILD CAUGHT IN SEASON, CUT TO ORDER Under this requirement, the vendor would be required to stock a full variety of pre-shaped pureed texture food items as outlined, from the CafĂ© Puree line or an equivalent product line. The intent is to enhance the Veteran experience as well as meet nutritional requirements. Pre-shaped products have the appearance of the whole food item. For example, pureed macaroni and cheese has the appearance of whole macaroni and cheese, but is pureed. The products shall be supplied in individual servings, so waste is limited. Products are heated to order by VA staff, allowing the variety for mechanically altered foods to increase dramatically. It also ensures products are made consistently, to the right texture level, with organic and top- grade produce. The pureed foods must be homogenous and cohesive in shape, appearing like the specific food in the whole state.   For example, puree carrots have the appearance of whole or sliced carrots on a plate.   Pureed foods must be pudding like, no coarse textures, or raw fruits/vegetables or pieces.  Any foods that require bolus formation, controlled manipulation to consume, or those requiring mastication are excluded.   Pureed foods need to be stabilized with a variety of FDA approved ingredients to obtain a consistent, pudding like consistency.   The items must be delivered to the Wilmington VA Medical Center in an individually quick-frozen state. The facility must have the ability to microwave or reheat in an approved manner to maintain shape and consistency.   Each food component must be separate unless specified.   This means that if carrots are ordered, the facility does not receive peas and carrots combination.   The vendor would also be required to offer a selection of meats, cut and frozen to order as outlined. This allows the VA facility to order fresh, local meats in smaller quantities, and allows for the purchase of a variety of specific cuts of meat to meet requirements of therapeutic diets. All items delivered shall be frozen, ready for reheating/cooking as required. Delivery The vendor shall be required to deliver in all weather conditions, three days per week, on Mondays, Wednesdays, and Fridays. Deliveries must be received between the hours of 6:00 AM and 10:00 AM EST on designated delivery days. Calls for product will be placed by 10:00 AM EST the day prior to scheduled delivery day. For example, a call will be placed by 10:00 AM EST on Sunday for required delivery on Monday by 10:00 AM EST. Any items not meeting required food safety standards will be returned to the vendor for replacement. The vendor will be required to deliver all items by 10:00 AM EST, on scheduled delivery days, in sanitary pallets or containers to the Nutrition Services Department, back door storage area at the Wilmington VA Medical Center. After delivery to the loading dock area, contractor is then required to deliver product to the Nutrition Services Department back door storage area. Vendor will be escorted by VA staff to the Nutrition Services Department, where vendor will be allowed access by ringing a doorbell. The Government is looking to award a contract for one base year and up to three (3), one year option periods.
