- This is a SOURCES SOUGHT only pertaining to brand name or equal item(s) for the Northern Indiana VA healthcare facility. Information collected during this Sources Sought may be used in a set aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2005-83. The North American Industry Classification System (NAICS) number is 339112. The NAICS size is 1000 employees. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA at http://web.sba.gov/pro-net/ and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with the VIP at https://www.vip.vetbiz.gov as an SDVOSB or VOSB. A Contractor that proposes to provide a supply that is not manufactured by their organization (nonmanufacturer) shall meet the requirements of FAR 19.102(f). Contractors that deem themselves capable of meeting the requirement shall provide the below information to Kellie Konopinski, Contracting Officer, at Kellie.Konopinski@va.gov no-later-than Thursday, July 12, 2018 at 4:30PM, EDT, referencing (36C25018Q9427). VANINHCS offers unique services in a variety of ways throughout Northern Indiana. Beyond general outpatient administration services, VANINHCS provides daily medication requirements for up to 180 beds. Due to the complexity and long-term status of our population, many veterans require an increased pill burden and very specific regimens. The use of Automated Dispensing Machines is a critical component of providing the right medication at the right time but the increased pill burden required, demands a larger than normal ADM footprint than standard hospitals. To continue to provide the best and safest care possible VANINHCS will be progressing towards a ADM medications administration model in many areas. By moving away from daily cart exchanges both patient safety and employee efficacy will increase. This can only be effectively accomplished using integrated systems and flexibility within our ADM. Currently several medication rooms are limited in size and have been evaluated for potential solutions. Any use of an ADM that does not meet the specific dimensional guideline will require additional construction cost that should be considered. OBJECTIVE The VA Northern Indiana Health Care Systems (VANIHCS) provides 24 hours/7 days per week dispensing functions to all critical care, acute care, ambulatory care, psychiatric, long term care. The current standard of care is to provide rapid access, on site dispensing and stocking of medications in a secure and accountable environment to providers and nursing staff. Both campuses employ Automated Dispensing Machine (ADM) as the solution to 24/7 dispensing, with 100% accountability at the immediate areas of patient care. VANIHCS requires a base plus 4 contract to lease medication management equipment and software for ADMs, as well as drug diversion monitoring and inventory management software. VANIHCS requires the vendor to remain technologically modern and up to date with the best possible equipment as well as ensure 24/7 functionality of the equipment as well as technical and software support for two hospitals (Marion campus and Ft Wayne Campus), current Community Based Outpatient Clinics (CBOCs) and clinics that are either currently or will be in the future, under the VANIHCS umbrella. SCOPE 1. VANIHCS will lease all necessary equipment and software subscriptions to provide patient medication monitoring, inventory management and drug diversion monitoring at the all dispensing areas within VANIHCS, Marion campus, 1700 E 38th Street, Marion Indiana 46953, Ft Wayne campus, 2121 Lake Avenue, Ft Wayne Indiana 46805, St Joseph County VA Clinic (SJCVAC) 1540 Trinity Place, Mishawaka Indiana 46545, Muncie Community Based Outpatient Clinic 2600 W White River Blvd, Muncie IN 46303 and Peru Community Based Outpatient Clinic 750 N Broadway, Peru IN 46970. Change out of equipment may occur during the length of the contract as well as additional locations within VANIHCS as needed. Equipment MUST be able to fit the current footprint of space, utilizing maximum medication storage. 2. The patient medication systems must include: a. Web server for IDN b. Single formulary for all locations c. Passwords must synch with VISTA d. Software updates must be included within the contract e. Patient dose specific labeling at med stations f. Remote queuing and wasting capabilities g. Integration with current pharmacy packager h. Duplicate name alerts i. Easy to clean keyboard and work surface for infection control compliance j. Easy viewable medication administration times k. Automatically print med labels m. Option to add software enhancements n. Ability to review current inventory status remotely o. Centralized access assignment by designated service p. Allow for seamless integration and no loss of function/reporting with the following equipment/systems: a. Automed Fastpak EXP product line from ARXiUM b. Pharmaceutical Carousel Storage and Tracking Device (Carefusion) c. Knowledge Portal d. Alaris - IV Infusion Pump (Model# 8015) 3. The drug diversion software must include: a. Drill down reporting capabilities b. Patented drug audit processes c. Monthly reports d. No less than 90 days data storage capability e. Server to hold up to 10 years of data. f. Retrieves data from ADMs, devices utilized in surgical suite, controlled substance pharmacy storage device and inventory management software. 4. The inventory management software must include: a. Real time suggested orders to wholesaler b. Auto receiving process c. Inventory visibility across all sites d. Automated transaction queue e. Barcode scanning capability DESIGN DESCRIPTION 1. Current medication rooms are limited in area and require a large amount of medications. Changing pharmacy from a daily cart-fill model to a cart-less model will require installation of ADM s with potential for expansion upon our current level. Maximum of a single ADM s that would allow for our current medication room design is 26 ½ width. Maximum of two ADM s adjacent to one another that would allow for our current medication room design is 46 ¾ width. Each main must include a flat cleanable keyboard, a patient specific medication labeling system and barcode scanning capabilities. 2. Equipment and software must be able to interface with pharmacy packager to ensure streamline inventory capabilities, easy monitoring and reporting processes. The interface will increase efficiency and patient safety. 3. Equipment must synch with VISTA passwords and provide at your desk monitoring and reporting based on the users assigned role. 4. Pharmacy designee(s) will have the ability to assign and change roles of users. 5. Currently VANINHCS uses one to one tablet to container ratios when loading/dispensing controlled substances. ADM s in current use store up-to ~800 individual controlled unit doses that vary from capsules, tablets, syringes, and IV bags within a main unit and an auxiliary unit. Future planning for successful operations requires the opportunity to expand upon current storage capacity without going beyond the two standard ADM units used in these medication rooms.
