- The Department of Veterans Affairs, Network Contracting Office 9, intends to award a sole-source, contract to Four Points Technology, LLC, 14900 Conference Center Drive, Suite 100, Chantilly, VA 20151 for the James H. Quillen VA Medical Center, Mountain Home, TN. The contract is expected to be awarded under FAR 13.106-1 (b). Period of Performance: Base year: March 11, 2019 to March 10, 2020 Option Year One: March 11, 2020 to March 10, 2021 Option Year Two: March 11, 2021 to March 10, 2022 Option Year Three: March 11, 2022 to March 10, 2023 Option Year Four: March 11, 2023 to March 10, 2024 North American Industry Classification System (NAICS) code 811219, Small Business Administration (SBA) Size Standard $20.5 Million. Product Service Code (PSC) J065. Four Points Technology, LLC shall furnish all software upgrades, two (2) technical and clinical installation of software upgrades during contract term, and remote access and services. Hardware upgrades are not included, 8 AM - 5PM Monday Friday limited coverage. Four Points Technology shall provide Enterprise Software Maintenance Agreement (ESMA) software and upgrades to Intelli Bridge Enterprise (IBE) Standard. IBE will include upgrades and updates with implementation for every software upgrade and every update on the current revision (remotely). Remote software technical support 24 x7 and On-site software escalation Monday Friday 8-5 (local time) next business day is also included (if issues cannot be resolved remotely) Guardian software support and upgrades standard (per bed) standard coverage provides for all software upgrades, technical and clinical installation of software, upgrades, and remote access and services and 24 x 7 technical and clinical support. Four Points Technology is the only authorized vendor to provide this service. Use of any unauthorized agent will void the warranty and service agreements for these systems. EQUIPMENT: Equipment to be serviced and/or maintained includes, but is not limited to: (Equipment is located at the James H. Quillen VA Medical Center VAMC, Mountain Home, TN) System ID System Name ESMAB PIIC BS IBE Enterprise SMA Basic with IBE Standard THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency on or before March 11, 2019, 12:00pm Central Standard Time to karen.williams13@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE PHILIPS ESMA SYSTEMS in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to the Contract Specialist, Karen Williams by email at karen.williams13@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
