- Description
- The Veteran s Administration (VA) Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis on behalf of the VA Greater Los Angeles Healthcare System (VAGLAHS) under the authority of FAR 6.302-1, with Wolters Kluwer Health Inc., located at 16522 Hunters Green, Hagerstown, MD. 21740, for commercial services, to publish a peer-reviewed journal supplement. The specific work to be performed includes: The Contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The VA Complementary and Integrative Health Evaluation Center is a VA QUERI Partnered Evaluation Initiative with the VA Office of Patient Centered Care. The plan is to develop a supplement issue to the regularly scheduled issues produced for the peer-reviewed journal, Medical Care, published by Wolters Kluwer Health Medical Research/Lippincott Williams & Wilkins. The requirement is to produce, print, and publish one supplement. Additionally, the service shall provide free online access to the articles on PubMed Central upon publication. Performance Period: Contractor shall complete the work required 12 calendar months or less from date of award, unless otherwise directed by the Contracting Officer. TASKS AND ASSOCIATED DELIVERABLES The Contractor shall provide the deliverables below within the performance period. Task One: The special supplement shall contain manuscripts solicited through a call for papers and will be selected for peer review to determine the rigor of the scientific methods and the validity of the results presented before a final decision is made about publication in the supplement. Some papers will be invited papers, which will go through the same rigorous blind peer review process that other papers will be subjected to, to ensure quality. If an invited paper is rejected, the VA editors will work with the Contractor on revisions. Deliverable One: Contractor shall develop with VA editors a call for papers and issue the call for papers. Contractor shall provide preliminary consultation and advice on layout and design of supplement issue. Task Two: Contractor shall work with VA editors on the preparation of the publication, including reviewing manuscripts, design, layout, typesetting, and proofing. Deliverable Two: Contractor shall be responsible for layout design, copyediting, typesetting, author/editor proofing, and corrections. Task Three: The Contractor shall print and publish the publication as a supplement to a regularly scheduled issue in 2019. Deliverable Three: The Contractor shall print, bind, and mail the supplement, up to 146 pages containing up to 13 articles (averaging about 10 pages each), 4 editorials to be included with a regularly scheduled issue of Medical Care in 2019. The contractor shall also provide 100 copies of the supplement to VA and free online access to all articles upon publication. The requirement will take place at a VA facility in Los Angeles, CA. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it can meet the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, March 5, 2019, (10:00 AM, EST). Interest, to include a capability statement explaining how the potential offeror may fill the requirement may be sent electronically to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement will be based upon the responses to this notice is solely within the discretion of the Government.
