Description

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02). This action will award a firm fixed price purchase order to Winsystems (P.O. Box 121361, Arlington, TX 76012) for serial PC-104 modules and cables to support the Amphibious Assault Direction System (AADS) project. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The estimated value of this effort is not to exceed $52,220 (this does not include shipping). All equipment will be delivered no later than thirty (45) days after award of the order. The contract action will be funded with Operations and Maintenance, Navy (OMN) funds, NAVSUP funds and SCN funds, a total of Cable set for PPM-LX800-G P/N: CBL-SET-359-G-1 60 each Single board computer P/N: PPM-LX800-G-ST 20 each Comm board RS422 P/N: PCOM4A-6229A 45 each PC/104 Gigabit Ethernet Board P/N: PPM-GIGABIT-G 45 each 1GB Memory Module P/N: SODIMM200-G-27-1G 30 each 8GB Compact Flash Card P/N: CF-DC-A-8G-I 40 each Removable Battery P/N: BAT-LTC-E-36-16-1 60 each PC/104 bus Riser P/N: RISER-PCM-1 350 each Identification of the justification rationale (see FAR 8.405-6(a) and (b)) and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to purchase PC-104 modules and cables from Winsystems. These serial PC-104 modules and cables are required for production of interface units for the AADS. These modules are identical to the modules that are currently installed in the fleet. Winsystems is the only manufacturer of these PC-104 modules. These PC-104 modules and cables have gone through the environmental testing inside the AADS interface unit required for certification of its safety for shipboard installation. Purchase of any other manufacturer's component would require duplication of the shock and vibration testing performed and updates to the current system drawings at a cost estimated to far exceed the cost of the components being procured. Therefore, it is in the Government's best interest to purchase these items from Winsystems. The cost estimate from Winsystems for these serial PC-104 modules is considered reasonable and acceptable. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified above, Winsystems is the only source that can meet the Government's needs. This requirement will be synopsized in the government point of entry fbo.gov. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, the Winsystems PC104 modules and cables are the only product that can meet the requirement.
