- THIS IS NOT A COMPETITIVE SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018919QZ136. The proposed contract action is for commercial supplies, in accordance with the Requirements Statement. The NAICS code is 541990 and the Small Business Standard is $15M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-01 and DFARS Change Notice 20180928. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit Association of Universities for Research in Astronomy, Inc. (AURA) on a sole source basis. This procurement is an interagency acquisition pursuant to FAR Subpart 17.5 and DFARS Subpart 217.5. The required services will be performed at a Government-owned Federally Funded Research and Development Center (FFRDC) that is contractor-operated on the Government s behalf. This action will result in a firm fixed-price (FFP) purchase order. The proposed acquisition is for contractor services for the deployment and routine operations and maintenance of the Deep South Telescope (DST) for the United States Naval Observatory (USNO). Services are to be provided at the Cerro Tololo Interamerican Observatory in Chile, South America; CTIO is a FFRDC that is part of the U.S. National Optical Astronomy Observatory (NOAO) and owned by the National Science Foundation (NSF). The sole source vendor is the Association of Universities for Research in Astronomy, Inc., (CAGE: 3K2G8), 950 North Cherry Avenue, Tucson, AZ. 85719-4933. (See the Statement of Work (SOW) for a thorough description of the Government s requirement.) The awarded contract for the above requirement is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority for FAR Part 13.106-1(b), Soliciting from a single source. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive quotations from any source. The Requirements Statement is as follows: Description of routine tasks for operations - DST The contractor shall provide USNO with a suitable dome and associated control room to allow operations of the DST program. The contractor shall also provide basic network connection (approximately 10Mb/s) with an option of a speed increase to allow 10GB per night transfer capability. This is to allow operations control from the U.S. Naval Observatory in Washington, DC and nightly data transfer. The contractor shall provide electricity / utility connections to the telescope building to allow operations. The contractor shall provide, as-required by the Government, assistance in telescope mechanical maintenance and computer and motion control electronic system troubleshooting and repair tasks including additional onsite labor that would cover local manpower supplied by CTIO staff in the event of major breakdown or upgrade during normal operation or in future year contract periods. Facilities and Equipment The contractor shall provide a building (Dome) compatible with DST and provide for optical astronomical observations. The contractor has the ability to determine if weather conditions are appropriate for operations of DST. USNO will supply the entire DST system (telescope, mount, instrument, and control system) and lead the robotic operations effort to enabling routine operations. USNO personnel will run DST data reductions and monitor operations (command line interface to the system over the network) and will stay in touch with CTIO personnel as required. USNO will provide an operations manual with how-to instructions and be available for questions. 12 months operational support Equipment Shipping and installation support Shipping of instrumentation, support equipment/materials and tools. Contractor personnel support shall be onsite to support USNO staff with preparation and installation of the pier adapter, telescope installation, and facility issues needed for system startup. [To be determined] Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.
