- Description
- The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) is procuring a Contractor Owned Contractor Operated (COCO) services for the receipt, storage, protection, and shipping of MOGAS and ULSD fuel services in Laughlin AFB, Texas. This is a new retail site land lease optimization (COCO) facility. There will be no Government facilities or equipment furnished for the contractor. The contractor shall establish the facility and is responsible for the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of the (COCO) facilities. The requirement will be for a four-year base performance period and five five- year option periods. The contractor will be required to prepare the facility to provide the required services. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period performance period beginning on July 01, 2020 through June 30, 2024 and four five- year options from July 01, 2024 through June 30, 2044, and one four-year option from July 01, 2044 through June 30, 2048. July 01, 2024- June 30, 2029 (1st Option); July 01, 2029-June 30, 2034(2nd Option); July 01,2034-June 30, 2039 (3rd Option); July 01, 2039-June 30, 2044 (4th Option); July 01, 2044- June 30, 2049 (5th Option). The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-18-R-5X24 on September 24, 2018. Dates of the Pre-Proposal conference, in conjunction with the site visits will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name (s) of the individual (s) who plan to attend.
