*****Note updated Classification Code***** THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for the Mechanical, Electrical, and Plumbing (MEP) Multiple Award Construction Contracts. The work includes, but is not limited to, a diverse range of MEP construction services including demolition, repair, replacement, modification, and new installation of various MEP systems including HVAC, boilers, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, and incidental work such as general construction, specialty trades, and removal of asbestos or lead contaminated materials. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, etc. Work under this contract will be primarily performed in the North Carolina area of the Marine Corps Installations (MCI) East ™s Area of Responsibility to include Marine Corps Base Camp Lejeune, Marine Corps Air Station (MCAS) New River, MCAS Cherry Point, and surrounding MCI East facilities. Some work could be located in other areas within the MCI East ™s AOR including MCAS Beaufort, SC, Marine Corps Recruit Depot Parris Island, SC, and Marine Corps Logistics Base Albany, GA, as well as NAVFAC Mid-Atlantic ™s AORs, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Virginia, North Carolina and West Virginia. The procurement method to be utilized is FAR Part 15, Contracting by Negotiation. The primary North American Industry Classification System (NAICS) Code for this procurement is 238220 and the annual size standard is $15,000,000. The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than close of business November 8, 2017, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. Include in the evidence of capability the following: a list of 5 projects completed within the past 3 years valued between $150K and $5M a description of work performed, including self-performed work, on the projects listed above a list of current employees able to serve as a Project Superintendent, Quality Control Manager and/or SSHO a capability statement that demonstrates the company owns and employees the appropriate labor and equipment to execute a robust MEP project workload Interested small business contractors must be able to comply with FAR Clause 52.219-14, Limitation on Subcontracting, which limits the amount of work performed by subcontractors. Specifically as the prime contractor, your company must perform at least 25% of the cost of the contract, not including the cost of materials, with your own employees. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice.
