- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to extend the period of performance by 12 months for previously awarded sole source indefinite delivery indefinite quantity contract N61331-14-D-0029 to Raytheon Company, 50 Apple Hill Drive, Tewksbury, Massachusetts for support services for the Laser Line Scan (LLS) sensor systems. This support will include: 1) hardware and software maintenance of the sensors, 2) hardware and software modification of the sensors, 3) technical analysis, design, and development to support sensor modification, 4) modeling, 5) associated image and signal processing algorithm development, implementation, and testing, 6) testing and test support, and 7) data analysis, 8) fabrication of a new LLS sensor, and 9) procurement of repair parts, spares and Other Direct Charges. This requirement is not suitable for full and open competition for the following reasons: Raytheon Company was and is the original sole developer and original equipment manufacturer (OEM) of the MDCP LLS sensor components. The Government did not purchase or acquire the rights in data and design or a technical data package (TDP) to a sufficient level to support a competition for the LLS sensor components or the services needed to maintain, repair, or modify them. This was primarily due to the limited number of systems originally envisioned being deployed to the fleet. As the sole developer and OEM, Raytheon Company, is the only source with sufficient in-depth knowledge of the laser-based electro-optic imaging sensor that could fabricate the parts, conduct repairs, and make required design modifications. In addition, Raytheon Company holds the proprietary data for the imaging sensor rendering the contractor the only viable source for additional parts and repairs. In summary, there are no other possible sources that can satisfy this requirement. The extended period of performance will provide an additional 12 months that will occur from 29 September 2019 to 28 September 2020. The NAICS code is 811219.
