- The National Cemetery Administration is soliciting offers under solicitation number 36C78619Q0211. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238140 Masonry Contractors with a Small Business size standard of $15 million. Project Description: Contractor shall furnish all labor, material, tools, equipment, and supervision necessary to repair a historical brick wall and install a vehicle guardrail to prevent future damage at Baton Rouge National Cemetery, 220 N 19th St, Baton Rouge, LA 70806 in accordance with SOW, specifications, drawings, other requirement attachment documents per applicable codes, standards, and requirements. NOTES: A. Company Experience: The Contractor shall provide sufficient project details with their technical quote to demonstrate brick mason experience with at least three (3) brick masonry projects and two (3) vehicle barrier projects, but not more than five (5) projects of similar size, scope, and using similar materials and methods over the past five (5) years. Each past performed contract information submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 5 years ago. Contractor shall provide customer points of contact for each project listed. B. Technical Approach: The Contractor shall describe the methodology to be implemented to accomplish the requirements of the SOW and detail how the proposed approach will effectively achieve the performance objectives of this requirement. A statement, such as, the Contractor will abide by all contract requirements is not acceptable for determining technical acceptability. The Contractor s approach shall demonstrate a clear understanding of current industry standards and processes utilized in accomplishing the requirements set forth in the SOW. C. Key Personnel (On-Site Supervisor): The Contractor Supervisor must have not less than three (3) years of experience as a direct supervisor of similar brick masonry projects. Offerors shall submit a resume for the Contractor On-Site Supervisor as part of the technical quote. All permanent substitutions, whether of prime supervisors or sub-contractors, will be identified and reported to the COR and Contracting Officer, if not prior to, as soon as possible after occurrence. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of one hundred twenty (120) calendar days, after issuance of Official Notice to Proceed (NTP). Per VAAR 836.204, The construction magnitude for this requirement is between $25,000 and $100,000. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award.
