- Page 1 of 17 The Department of Veterans Affairs Network Contracting Office 16 is seeking Service Disabled Veteran Owned Business (SDVOSB) and/or Veteran-Owned Small Business (VOSB) sources capable of providing the subscriptions as detailed in the Statement of Work below for the Central Arkansas VA Health Care System, located in Little Rock, AR 72205. The acquisition will be accomplished using commercial item procedures in accordance with FAR art 12 & 13. The North American Industry Classification System (NAICS) is 519130. Any SDVOSB/VOSB firm who wishes to identify their interests and capability to provide this service must provide interest information by notifying the Contract Administrator no later than 11:00 AM Central Standard Time, March 05, 2019. Such notification must include any documentation that includes proof of capability to provide the subscriptions required. Notification shall be e-mailed to Hector Lopez, Contract Administrator, hector.lopez@va.gov. NOTE: TO QUALIFY SDVOSB/VOSB VENDORS MUST BE VERIFIED AND CERTIFIED IN THE VA VENDOR INFORMATION DATABASE (VIP). All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. B.1 STATEMENT OF WORK (SOW) Scope and Purpose The VA South Central Veterans Health Care Network (VISN 16) requires online web access to a cross-searchable medication, toxicology, patient education and disease state information database. The online platform must allow quick searches across all resources simultaneously in one search statement. Online access must be available 24/7 for VISN 16 clinical staff. This reduces the need for multiple individual hardcopies of expensive resources. The software will include clinical intervention documentation, quality assurance documentation, formulary management tools and drug information hyperlinks within documentation forms. Specific Requirements The VA South Central Health Care Network requires online access to a product that will provide, via one interface and one search platform access to the comprehensive databases that include: Alternative and Herbal Medication Database Comprehensive Medication Monographs Adverse Drug Reaction Query Patient Education Material (disease and drug) IV Compatibility Charts/Tables/Query tools Toxicology/Poison Control Pharmaceutical Product Identification Drug Interaction Query (with citations) REMS Database (updated) Clinical Efficacy Documentation (with citations) Smart phone / tablet application Databases provide drug information, dosing and therapeutic tools and drug identification relevant to VISN 16 staff: medication dosage calculators, tablet/capsule identification and emergency treatment administration, monitoring, compatibility, and admixing instructions for parenteral medications patient management and treatment protocols (including drugs, plants, household products) complementary and alternative medicine an international directory providing formulas, synonyms and therapeutic courses of drugs and drug derivatives comprehensive drug monographs, drug consults, and references (to include hyperlinks to primary literature) online, comprehensive reference resource that is able to offer specialty focused clinical resources including, multi-drug interaction checker and evidence-based application mobile / tablet devices online database and user-friendly documentation forms to document clinical interventions which includes direct hyperlinks to monograph of medication documented in the intervention form including ability to assign follow up issues to other users online database and user-friendly documentation forms to document drug information requests which includes direct hyperlinks to monograph of medication documented in the drug information request form comprehensive query and reporting tools for reporting and analysis of interventions, documented activities and workload online formulary management tools that enable customization of online medication monographs to include local documents, links and specific formulary communications Continual automatic updates / revisions of all database content (quarterly updates minimum) with annotations to indicate date of last revision. Tools designed for clinical application like drug interaction checking for drug-drug, drug-food, drug-disease, drug-ethanol, and drug-laboratory, drug-pregnancy, and drug-lactation, as well as drug ID tools. Tools for pre-hospital protocols & protocol checklists, procedure and treatment information, lab recommendations; including interpretations, values and ranges, reproductive risks; including effects of drugs, industrial chemicals, physical and environmental agents, as well as compilation of scientific reviews on teratogenic effects, alternative medication information for patient safety: provides recommendations for blending alternative therapies with conventional medicine to offer full range of options and help optimize treatment outcomes. For the above list, the contractor will provide the following: proof of currently operability and fully integration with another VA Medical Center Licence Rights for 24/7 desktop web access for the Health Care Systems of the VISN 16 in: Alexandria VA Health Care System (Alexandria, LA) Gulf Coast Veterans Health Care System (Biloxi, MS) Veterans Health Care System of the Ozarks (Fayetteville, AR) Michael E. DeBakey VAMC (Houston, TX) G. V. (Sonny) Montgomery VAMC (Jackson, MS) Central Arkansas Veterans Healthcares System (Little Rock, AR) South Central LA Veterans Health Care System (New Orleans, LA) Overton Brooks VAMC (Shreveport, LA) Customer service will be available to troubleshoot website/connectivity issues via phone, e-mail, etc. VISN 16 staff need access to all the resources and must be able to search selected resources with one query and one interface. Customers require a single access interface to search across multiple resources. This type of simultaneous searching reduces the need for multiple searches and saves the agency researcher s research time and the cost of purchasing multiple print subscriptions through various contractors. Description of Work VISN 16 requirement is to search across one platform rather than multiple platforms. This method provides a more efficient, time and cost savings manner for staff by saving of overall search time necessary for finding necessary information and performing the research work necessary to meet the mission of the VISN 16. The contractor is expected to troubleshoot access as needed. Deliverables Static URL, password information (if necessary), product training, technical support numbers, account number, promotional materials, monthly usage statistics. The contractor will have the ability to provide usage statistics on a quarterly basis. The format of the usage statistics is provided either via email or contractor provided login and should include session count, search count and total document retrievals per title. Contractor will provide online tutorials. Contractor will also provide on-site training, briefings and updates to VISN 16. If a plug-in, additional software or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware. Period of Performance Contract will be for a base year from date of award with 4 option periods Payment Payment will be made only after satisfactory completion of concrete deliverables/service (i.e. access is available/granted Network-wide via a static URL - IP access). Other Information Only the Contracting Officer is authorized to modify or amend the contract, award the option periods and approve any administrative matter for the contract.
